Job Description

The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person. The Manager of Recruitment & Labor Relations will support the agency's talent acquisition and labor relations functions. This role provides guidance on labor laws, collective bargaining agreements, recruitment strategies and disciplinary procedures. The manager will work closely with HR leadership, hiring managers and unions to ensure consistency regarding policies and effective workforce management.

  • Assist supervisors in understanding and following labor laws, union contracts, and agency policies.
  • Provide guidance on labor related issues and disciplinary matters; support supervisors in applying corrective actions.
  • Liaise with unions, OLR, OATH, DOHMH and other partners related to labor and grievance matters.
  • Collaborate with hiring managers to understand staffing needs and ensure alignment with civil service rules and agency guidelines.
  • Support and coordinate full-cycle recruitment for agency vacancies, including posting jobs, screening applicants, scheduling interviews and facilitating selection processes.
  • Prepare reports, spreadsheets, and correspondence related to labor, recruitment, and HR compliance.
  • Maintain accurate records of headcount, vacancies, disciplinary actions and labor relations activity.
  • Coordinate with the Office of Management & Budget (OMB) and internal leadership regarding hiring approvals.
  • Support special HR projects that improve HR processes.
  • Perform additional tasks as needed to support the HR team.

Minimum Qualifications


1.Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or

2.A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or

3.A satisfactory equivalent combination of education and experience. However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.


Preferred Skills


- Strong understanding of hiring processes, recruitment strategies, and candidate onboarding. - Knowledge of labor laws, union contracts, and employee relations. - Strong communication skills. - Good organizational skills and the ability to manage multiple tasks. - Experience in directly supervising staff.

Residency Requirement


New York City residency is generally required within 90 days of appointment.
