Job Description

We are seeking a highly skilled and motivated Manager – Overseas Employment to oversee and manage our international recruitment operations. The ideal candidate must have strong knowledge of overseas manpower processes, HR functions, and global employment compliance.

Key Responsibilities

Overseas Recruitment & Operations

  • Lead and manage the full cycle of overseas recruitment for multiple regions.
  • Coordinate with foreign employers, agencies, and partners for manpower requirements.
  • Ensure all recruitment procedures follow international laws, host-country regulations, and Pakistan’s Bureau of Emigration & Overseas Employment (BE&OE) rules.
  • Oversee candidate screening, interviews, selection, and deployment procedures.
  • Maintain updated records of visa processing, demand letters, agreements, and compliance documents.
  • Develop recruitment plans and strategies to meet client manpower needs efficiently.

Client & Stakeholder Management

  • Build and maintain strong relationships with international clients and recruitment partners.
  • Handle negotiations on contracts, service agreements, and recruitment timelines.
  • Provide timely updates to clients regarding candidate status, documentation, and deployment.

HR & Administrative Responsibilities

  • Supervise and guide the HR team in recruitment, onboarding, and employee documentation.
  • Ensure accurate preparation of employment contracts, offer letters, and joining formalities.
  • Manage employee grievances, disciplinary actions, and performance-related concerns.
  • Implement HR policies, code of conduct, and compliance with company rules & labour laws.
  • Support payroll team with salary data, attendance issues, employment records, etc.
  • Conduct HR audits to ensure all documentation meets internal and external requirements.

Compliance & Documentation

  • Ensure strict compliance with BE&OE rules, protector processes, and embassy/consulate requirements.
  • Monitor visa processing timelines, medical testing, ticketing, and deployment schedules.
  • Maintain proper documentation of each candidate for internal audits and legal requirements.

Team & Process Management

  • Lead and supervise recruitment coordinators and support staff.
  • Improve workflow, reduce processing delays, and ensure quality standards.
  • Provide training to HR/recruitment staff on overseas hiring procedures.

Required Skills

  • Strong knowledge of Overseas Employment & Recruitment (GCC / Europe / Asia).
  • Excellent communication and negotiation skills.
  • Strong HR understanding: documentation, compliance, onboarding, and employee relations.
  • Ability to handle pressure and meet strict deadlines.
  • Expertise in MS Office, HR software, and recruitment portals.

Qualification

  • MBA (HR / Management preferred)
  • Additional certifications in HR, recruitment, or global employment will be an advantage.

Experience

  • 5 to 7 years of experience in Overseas Recruitment / Overseas Employment Promoter (OEP) setup / HR.

Job Type: Full-time

Pay: Rs130,000.00 - Rs200,000.00 per month
