Position Summary


This position is responsible for providing leadership to the Purchasing Services Contracts department and for the timely cost-effective management of its human, material and financial resources. Responsible for reviewing, negotiating, and contracting all Supply Chain opportunities related to routine equipment, construction projects, general services and equipment maintenance. Ensures compliance with procurement policies and procedures by analyzing, prioritizing and documenting purchase requirements on RFPs and contracts.

Standard Work Duties: Manager- Purchasing Service Contracts
  • Focuses on quality and cost control, utilization management, and cost reduction. Engages employees and physicians in cost containment through Value Analysis initiatives to meet budgeted standards for average cost per adjusted discharge, target census, target ratios, and target flexible budgeted expense. Shares accountability for achieving or exceeding LRMC's budgeted Net Operating Income.
  • Uses evidence -based practices to drive improvement in the delivery of patient care by establishing and implementing policies, protocols and procedures to provide a healthy work environment for our patients, staff and family.
  • Ensures compliance with procurement policies and procedures to research, analyze, prioritize and document purchase requirements on RFPs and contracts. Negotiates purchases/contracts for consumable supplies, routine capital and IT equipment, computer software, construction projects, general services and equipment maintenance/support.
  • Collaborates with physicians, clinicians, and other staff members in contract negotiations, product evaluations, and standardization opportunities.
  • Serves as primary contact with vendors for all addition or selection of product to Supply Chain item master following established procedures. Meets with vendors to review products/services and contracts for standardization and effective/efficient utilization of products/services.
  • Oversees the purchasing process to include procurement of non-stock and stock supplies, inventory management, capital equipment purchases and leases, and other professional services.
  • Understands and stays well informed as to Group Purchasing Organization (GPO) Contract Portfolio so as to be able to more effectively manage product changes.
  • Works with Value Analysis Teams Chairpersons to set standardization/savings goals for Value Analysis Teams and leads or guides all related teams in achieving system wide financial, standardization and utilization targets


Competencies & Skills


Essential:

  • Skilled in contract review, negotiation and implementation of negotiated terms required. High degree of self-motivation, commitment and integrity required.
  • Strong leadership, organizational, critical thinking and decision-making skills. Ability to coach and mentor staff.
  • Developing financial analysis. Evaluating the financial impact of purchasing approaches including bundling of supplies with equipment, consignment and lease purchases.
  • Capable of generating charts, spreadsheets, graphs, policy documents and general business reports. Strong written and verbal communications skills.
  • Competencies in Materials Management Information Systems including purchasing, contracts and inventory management applications.
Nonessential: Experience with INFOR Financials & Supply Chain Applications is a plus.


Qualifications & Experience


Essential:

  • Bachelor Degree
  • High School or Equivalent

Essential:

Bachelor’s degree in Healthcare Administration, Logistics, Supply Chain Management, or related field required


Other information:

Certifications Essential: CMRP; CPM

Experience Essential: Minimum of five to seven years in a technical/professional role with increasing leadership responsibility in a healthcare setting.

Experience Preferred: Ten years purchasing experience in an acute healthcare setting;

2 years of leadership or management experience overseeing teams, operations, or projects
