JOB DESCRIPTION:


Purpose: Lead and coordinate district-wide efforts to recruit pre-service teachers, with a strategic focus on residency programs and partnerships with educator preparation institutions. Manage the Applicant Processing team, HR Operations Coordinators, and Recruiting staff to ensure efficient and effective hiring processes. Oversee the use, maintenance, and training of Human Resources Information Systems (HRIS), ensuring data integrity and staff proficiency across platforms. Collaborate with school leaders, universities, and community stakeholders to build a sustainable teacher pipeline. Analyze recruitment data to drive continuous improvement and inform strategic decision-making.



ESSENTIAL FUNCTIONS:


Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:

  • Manages Applicant Processing, Recruiting and HR Operations Coordinators.
  • Performs Special Projects and serves on various committees as assigned by supervisor.
  • Monitors the process the department uses for determining the eligibility of applicants by the staff reviewing applications, approving candidates for consideration of employment.
  • Compiles operational statistics and gathers such other data that may be required, and provides information as needed to appropriate parties.
  • Interviews, selects, trains, supervises, and evaluates assigned staff.
  • Supervises the processing of employment applications
  • Supervises the maintenance of applicant files for use by staffers, principals, supervisors, etc., and provides accurate information regarding the status and contents of applicant files.
  • Creates and communicates processing policies including policies on automation.
  • Reviews and updates processing procedures periodically ensuring compliance with all regulations.
  • Oversees and corresponds regarding complaints, requests, references, etc.
  • Provides information and conflict resolution to personnel and applicants as needed.
  • Directs and organizes group processing of new employees to facilitate effective processes
  • Monitors pre- and post-offer workflow queues
  • Monitors applicant pools
  • Reviews, maintains and monitors the APS Human Resources webpage (internet/intranet for employment information)
  • Coordinates on- and off-boarding, including Group Processing
  • Assists HR staffing with re-routing needs, priority hires, task cancellations, multiple vacancies
  • Reviews separations of employment and assists with postings of replacement positions
  • Troubleshoots workflows, processes or system issues
  • Troubleshoots electronic paperwork issues
  • Monitors system security/access and update permissions
  • Creates and provides accountability reports for multiple departments
  • Provides technical support and backup to hiring managers
  • Planning, developing and implementing new processes
  • Troubleshoots and closes Help Desk tickets
  • Monitors and troubleshoots SafeSchools system issues
  • Monitors SmartFind Express substitute system for invoicing and system issues
  • Monitor HR’s Let’s Talk to troubleshoot, design and monitor system
  • Project management to include implementation of Oracle HRM
  • Implements district’s recruitment to source, recruit, and pre-screen candidates for all types of positions
  • Manage and develop all recruitment and career fairs, including local, state-wide and national colleges and universities as well as district-hosted job fairs
  • Travels to professional events, job fairs, and conferences to recruit top talent and participates in virtual recruitment activities as needed
  • Develop brochures, website features, videos and other forms of media for recruiting and positive imaging for the district
  • Research, develop and support retention initiatives to increase the diversity of staff population
  • Develops, maintains and enriches active relationship with college and university career-teacher preparation officials and placement offices, professional associations, and other recruiting resource organizations and community partners
  • Coordinate with UNM, CNM and participating colleges for Residency, SETT and ATRP programs
  • Actively research and pursue opportunities to make presentations and attend events at colleges, universities and local organizations
  • Create, maintain and utilize social media accounts as well as local media (newspaper, TV, radio, internet)
  • Advise all prospective employees regarding hiring needs and district hiring processes
  • Implement and market the districts recruitment branding
  • Collaborate with all department’s hiring managers to determine and meet the districts recruitment needs
  • Reviews and tracks statistical data on recruiting responses and results

Duties. All duties are standard and apply to all Albuquerque Public Schools employees.

  • Complies with state-approved Code of Ethics of the Education Profession, APS employee handbook, employment contract and upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations.
  • Articulates and facilitates the implementation of the mission and values of the Albuquerque Public Schools.
  • Safeguards confidentiality of privileged information.
  • Prepares and maintains accurate and complete records and reports as required by law, state directives, District policy and administrative regulations.
  • Shares the responsibility for the supervision and care of District inventory, proper and safe use of facilities, equipment and supplies, and reports safety hazards promptly.
  • Maintains professional relationships and works cooperatively with employees, the community and other professionals.
  • Maintains professional competence through District mandated, individual and staff training, in-service educational activities and self-selected professional growth activities.
  • Attends and/or conducts staff meetings and participates on committees within areas of responsibility.
  • Performs other tasks related to area of responsibilities as requested or assigned by an immediate supervisor.

  • Knowledge of all WinOcular workflow processes, table maintenance and system security processes
  • Effective communication skills, both verbal and written.

  • Interpersonal skills with diverse populations in-person and on the telephone.
  • Knowledge of APS community, computer system, financial and legal requirements.
  • Knowledge of word processing, database and spreadsheet software.
  • Ability to meet deadlines, work on multiple projects and coordinate the work of others.
  • Ability to think logically, identify problems and make decisions based on experience and judgment, as well as on established facts, procedure and policy.
  • Ability to plan and direct the activities of others.
  • Knowledge of applicable laws, regulations, statutes and policies related to fair employment practices.
  • Bilingual
  • Experience with WinOcular workflow development


REQUIREMENTS:


Required Education, Licenses, Certifications, & Experience.

  • Bachelor’s Degree in Education, Human Resources or related field and three years direct related knowledge and experience in a human resources generalist capacity or school-related management position OR
  • High School diploma/GED and five years direct related knowledge and experience
  • Knowledge of computer theory and applications, HR operating systems, software programs in multiple platforms and software applications
  • Two years of experience in recruiting and staffing large organizations and/or staffing a school
  • Valid New Mexico Driver’s license with insurable driving record.
