Position Objectives:
Lead the planning, alignment, and delivery of ICT and digital initiatives in line with national digital transformation programs.
Ensures all IT strategies, programs, KPIs, and OKRs are fully aligned with organizational goals and national directives.
Oversees enterprise-wide governance models, establishes PMO frameworks, and drives adoption of modern delivery methodologies.
Focusing on internal capacity building through structured knowledge transfer and coaching.
Ensure transformation programs follow robust Enterprise Architecture and project governance standards.
Job Description & Responsibilities:
Develop, align, and maintain ICT strategies and digital initiatives with national transformation programs and organizational priorities.
Define and track KPIs/OKRs to measure program performance, ensuring alignment with strategic objectives.
Establish and operationalize a standardized PMO framework compliant with PMI/PRINCE2 best practices.
Design and enforce a comprehensive project governance model covering planning, execution, risk, and quality assurance.
Apply Enterprise Architecture frameworks (TOGAF, Zachman, FEAF) to structure IT governance, architecture layers, and roadmaps.
Lead capacity-building programs through structured knowledge transfer, coaching, and methodology training for internal teams.
Guide teams in Agile, Waterfall, Hybrid, and DevOps methodologies and ensure process compliance across all projects.
Monitor program progress, budget, risks, dependencies, and stakeholder expectations to ensure timely delivery.
Coordinate with executive leadership, IT heads, and external partners to ensure alignment and integrated delivery.
Conduct assessments to identify gaps in processes, capabilities, and digital maturity, and recommend improvement plans.
Ensure digital transformation initiatives comply with national regulations, cybersecurity standards, and enterprise governance.
Provide strategic insights on emerging technologies and support adoption across business units.
Qualifications & Experience:
Bachelor’s or Master’s degree in Computer Science, Information Technology, Engineering, or related field.
Experience: Minimum 10+ years in digital transformation, ICT strategy, PMO management, or enterprise architecture roles.
Proven experience aligning ICT projects and strategies with national digital transformation programs.
Strong knowledge of Enterprise Architecture frameworks such as TOGAF, Zachman, and FEAF.
Expertise in PMI, PRINCE2, and hybrid PMO frameworks for overseeing enterprise-level programs.
Hands-on experience with Agile, Waterfall, DevOps, and Hybrid delivery models.
Strong stakeholder management skills and experience working with government or large enterprises.
Demonstrated capability in capacity building, training, and knowledge-transfer initiatives.
Excellent communication, analytical, and executive reporting skills.
Excellent command of English, with Arabic proficiency considered an added advantage.
