Six years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in information technology or administrative services; OR
An associate’s degree in information technology plus four years of experience in information technology or administrative services; OR
A bachelor’s degree plus four years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus three years of experience in information technology or administrative services; OR
A master’s degree plus three years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:
Manages and provides oversight in collaboration with IT staff on negotiation strategies as it relates to the purchasing of goods and/services. Manages the operations and activities of monitoring vendor performance, ensuring compliance, developing and tracking key metrics, understanding billing and fiscal data, identifying cost savings, and managing overall vendor performance for services. Makes recommendations on improving existing agency contracted services processes and practices. Develop and implement a measurable program, to include key performance indicators, for obtaining goods and services used by OTS and executive branch agencies. Serve as technical advisor to all OTS executive staff and Agency Relationship Managers on all purchasing and procurement policies. Manage and review technical requirements for the most complex statewide information technology purchases and provide technical operational assistance to support OTS projects. Management of existing supplier/vendor relationships and the selection of new sources where needed and appropriate. Plans, organizes, coordinates, and prepares procurement documents. Provides guidance, training, and assistance to the VPM Director in coordinating special projects and on work activities for other OTS staff as needed. Managing all procurement projects.
Developing guidelines, policies, and procedures; develops schedules, priorities, and standards for achieving procurement goals. Define overall strategic direction for contract service team, including defining and driving performance metrics, proactive procurement process development, as well as documenting and implementing process improvements. Provides oversight to staff performance, day to day management of staff work, ensuring contract compliance, developing, and tracking key metrics, fiscal data, identifying cost savings. Develops short- and long-term strategies and goals for the administration and development of IT contracts. Makes recommendations on improving existing departmental procurement processes and practices. Serves as the principal contract liaison, facilitator, and risk manager for program areas delivering services through outsourced vendors. Clearly conveys vendor expectations based on program or customer needs, sets, and manages realistic timelines, evaluates, and manages risk associated with vendor performance.
Reviews and analyzes legislation related to contracting with the State of Louisiana. Ensures compliance with current state procurement policies, regulations, and procedures.
Performs other duties as assigned.
