1.1 Job Scope Summary

Under general supervision, the Senior Procurement Engineer is responsible for activities in the procurement of commodities and services in supporting facility management in maintaining continued operation of the facility. Responsible for coordinating and conducting procurement and contract initiation, monitoring or compliance activities, in accordance with the procurement and contracting policies and procedures.

1.2 Job Responsibilities

  • Responsible for organizing, tracking, and analyzing recovered material shipments
  • Responsible for specific month-end activities, including accruals, reports, and analyses
  • Provide ongoing purchasing contract administration including revision management, warranty claim resolution, discrepancies settlement, etc., as required during the life of the contract
  • Understand and ensure compliance of materials/equipment with codes and regulations, where applicable.
  • Visit suppliers plants as required for the purpose of keeping current on their capabilities, investigating new manufacturing applications and interfacing with their management personnel
  • Maintain an ongoing cost reduction effort and prepares all monthly journal entries.
  • Conduct surveys and market studies to determine price levels, trends, business activity and availability of commodities. Provide guidance to user departments relative to these items
  • Develop rapport with facility personnel, engineering and project management interfaces in order to ensure a comprehensive knowledge/understanding of the technical requirements and applications of assigned commodities.
  • Serve as lead buyer on assigned projects
  • Obtain and review supplier quotations for materials, equipment, and services in order to establish proper specification and commercial compliance. Negotiate, as necessary, and issue purchase orders
  • Develop and maintain qualified suppliers in order to obtain competitive quotes
  • Participate in complex negotiations involving international suppliers encompassing exchange rate fluctuations, special transportation considerations and customs regulations (this could be team negotiations with representatives from Project Management, Engineering, Quality and others)
  • Direct review of cost estimates with Purchasing and Proposal Management personnel to develop optimum cost estimate for purchased goods and services going into the proposal
  • Manage transition of project requirements, affecting? the procurement execution plan, in conjunction with Legal and Project Management, develop project-specific terms and conditions to be included in project purchase orders
  • Reports promptly any breaches of HSE procedures to supervision
  • Ensure deliveries are maintained and ensures effectiveness and efficiency through adherence to procurement processes
  • Negotiates allocated packages of spend from projects
  • Participates in developing related procedures & process improvements within overall function
  • Ensures effectiveness and efficiency through adherence to company processes

3 Educational/Professional Qualifications/Training Certifications

minimum of 10 years of procurement experience, including at least three years
in an industrial environment
