This position is in the Supervisory Unit (SS) at a Range 18/20.

This position is located in Juneau. However, this position may be relocated within Alaska with necessary approvals where infrastructure allows.


What You Will Be Doing:

This professional position serves as a full-proficiency department lead procurement officer for the Department of Labor & Workforce Development, with unlimited delegated purchasing authority. The incumbent is responsible for direct oversight and execution of Department of Labor & Workforce Development (DOLWD) formal and informal procurements under AS 36.30. This position performs all aspects of procurement activities using independent professional judgment, and works with DOLWD staff in a consultative role to ensure compliance with Alaska Procurement Code and DOLWD policy requirements. The DOLWD Procurement Officer is also the Department's primary leasing and facilities contact.

This position supervises three procurement specialists, located in Juneau, Anchorage, and Seward. This position is flexibly staffed and may be filled at the Procurement Specialist 3 or Procurement Specialist 4 level.

Procurement Specialist Level 3:

  • Contracting/Procurement/Property Control: Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.
  • Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Equivalent to those typically gained by:
Any combination of preparatory post-secondary education and/or professional level experience in business administration, logistics, supply chain management, project management, or a related field performing property control, purchasing, contract administration, writing or approving solicitations, explaining contracting requirements, developing or approving product specifications or, developing or approving a scope of work for professional services.

This position is flexibly staffed. The level of the job offer will be based on the selected candidate’s credibly possessed and proven competencies.
