PROCUREMENT SPECIALIST

INCATech is seeking a Procurement Specialist to support the U.S. Court of Appeals for the Federal Circuit. The Procurement Specialist will provide full-spectrum contracting and acquisition support to the Circuit Executive’s Office. This position is essential to clearing the backlog of pending procurements and ensuring the Court’s compliance with federal procurement regulations and judiciary policies.
RESPONSIBILITIES
- Serve as a contracting officer responsible for procuring goods and services including consumables, IT equipment, and administrative supplies.
- Prepare and process purchase orders, ensuring proper funding authorization and compliance with judiciary procurement policies.
- Develop, issue, and post RFQs, RFPs, and RFIs in accordance with applicable guidelines.
- Administer contracts from initiation through closeout, including modifications, funding adjustments, and deobligations.
- Review all agreements prior to execution; provide recommendations and ensure revisions are incorporated before signature.
- Verify fund availability and coordinate with financial staff on obligation tracking.
- Maintain contract and purchase documentation that meets judiciary record-retention and audit requirements.
- Develop and maintain tracking systems for commitments, obligations, deobligations, and expenditures.
- Manage and track vendor performance, subscription renewals, and supply deliveries to ensure timely fulfillment.
- Research, evaluate, and maintain vendor sources; negotiate pricing and terms to ensure best value to the Court.
- Review and process travel authorizations, obligate travel funds, and support travel request approvals.
- Support internal and external audits, providing full transparency and required records to auditors.
- Maintain confidentiality and safeguard sensitive procurement, vendor, and pricing data.
- Provide weekly status summaries outlining completed tasks and any performance barriers.

Related Experience:
Experience:
- Minimum of five (5) years of progressively responsible federal contracting experience, demonstrating comprehensive knowledge of federal procurement practices, contract administration, and compliance requirements.
Education:
- Bachelor’s degree required in Business Administration, Public Administration, Finance, Accounting, or related field.
- High school diploma or GED required.
Knowledge & Skills:
- Deep understanding and demonstrated knowledge of federal procurement regulations, Guide to Judiciary Policy, and federal appropriations law.
- Experience using financial management systems for procurement actions.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
- Strong organizational skills and attention to detail.
- Excellent written and verbal communication abilities.
- Demonstrated ability to work independently, multitask, and prioritize in a fast-paced environment.
