Job Description:
Parsons is looking for an amazingly talented Program Technical Director Airfield & Infrastructure to join our Abu Dhabi team! In this role you will lead the technical delivery of all airfield and supporting infrastructure works, including pavements, utilities, and ancillary facilities. This role ensures that design, construction, and operational readiness are fully integrated, compliant with international and local regulations, and delivered to the highest standards of quality, safety, and efficiency.
The role requires a strategic and experienced technical leader capable of coordinating multi-disciplinary teams, resolving complex interface challenges, and contributing to program governance and decision-making.
What You'll Be Doing:
1. Technical Leadership
Lead the design and construction delivery of airfield pavements, taxiways, aprons, utilities, and support facilities.
Provide authoritative technical guidance to the airfield and infrastructure teams.
Approve technical documentation, drawings, and specifications.
2. Regulatory Compliance
Ensure all works comply with ICAO, FAA, and local aviation authority regulations.
Monitor adherence to quality, safety, and sustainability standards.
3. Interface Management
Manage multi-disciplinary interface between airfield, terminal, utilities, MEP, and operational systems.
Conduct interface workshops to resolve technical conflicts and optimize integration.
4. Design & Constructability Reviews
Lead design review sessions and constructability assessments.
Drive value engineering and technical optimization initiatives.
Approve design modifications, clarifications, and RFIs.
5. Program Coordination & Operational Readiness
Support commissioning, ORAT, and operational readiness activities for airfield and infrastructure systems.
Collaborate with PMCM, construction, and program teams to maintain schedule and milestone adherence.
Provide technical input to program governance and decision-making processes.
6. Risk & Performance Management
Identify, assess, and mitigate technical and operational risks.
Ensure delivery meets program cost, schedule, and quality targets.
Oversee monitoring and reporting of KPIs for airfield and infrastructure works.
7. Stakeholder Engagement
Facilitate coordination and approvals with clients, authorities, and stakeholders.
Represent the technical perspective in workshops, reviews, and governance meetings.
8. Team Leadership & Mentorship
Mentor and develop technical managers and engineers across disciplines.
Promote a culture of excellence, collaboration, and safety.
9. Post-Handover Evaluation
Support post-handover evaluations, lessons learned, and continuous improvement initiatives.
Ensure that operational requirements and design intent are fully achieved during program closeout.
What Required Skills You'll Bring:
Bachelors degree in Civil, Structural ore related with 20+ years’ experience in airfield and infrastructure projects, including airports.
Extensive knowledge of pavement, utilities, and support infrastructure design and construction.
Proven expertise in multi-disciplinary integration, operational readiness, and interface management.
Strong leadership, problem-solving, and technical decision-making capabilities.
What Desired Skills You'll Bring:
Experience with BIM, PMCM, and digital project management tools.
Familiarity with large-scale airport programs and international standards.
