OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 employees. OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

ABOUT THE JOB:
As a Programmer Analyst, you’ll work with a team of developers with various degrees of experience, supporting the development and maintenance of computer programs and data warehouses. You’ll interact with Enterprise Data Services customers daily as you complete various tasks. Assignments can vary between multiple applications and projects.
REPRESENTATIVE TASKS:
Evaluates existing code and migrate current functionality into new technology
Test and debug programs to ensure proper functionality
Educate users on the use of programs and program features
Create documentation in support of enhancements and reported issues
Writes final user, system, and program documentation in order to facilitate system use and future modifications.
Maintains existing systems and responds to problems in order to ensure programs remain effective.
Leads or participates in walk-throughs of system and program designs, coding, and testing in order to minimize occurrence of program problems.
Attends and participates in vendor, agency, and computer-based training programs in order to develop technical skills and expand knowledge of automation technology products and capabilities.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of high-level programming languages and enterprise class application development tools such as PL/SQL, SQL Developer, and Oracle APEX
Knowledge of program documentation procedures. Knowledge of structured programming.
Knowledge of all phases of the project development cycle.
Knowledge of systems analysis and design techniques.
Knowledge of state government or business application areas.
Ability to work effectively as a member of a team.
Ability to communicate effectively via verbal or written communication methods
Familiarity with application testing techniques and processes.
MINIMUM QUALIFICATIONS:
A Bachelor's Degree in Computer Sciences or an equivalent industry certification -OR- an Associate's Degree in Computer Information Science with 1 year application development experience -OR- 2 years application development experience.
