Job Summary

The Project Manager oversees all planning and coordination activities for WRC’s Legal Assistance Program (LAP), a new initiative providing legal support to survivors of domestic violence, sexual assault, dating violence, and stalking. This role leads the 18-month collaborative planning process to design the program model and ensures successful transition into a 6-month early implementation phase. Responsibilities include stakeholder engagement, coordination of legal consultants and internal staff, data collection, grant reporting, compliance with all federal requirements, and participation in mandatory technical assistance.

The Project Manager ensures that all work is trauma-informed, victim-centered, culturally responsive, and compliant with VAWA confidentiality statutes.

This position funded for a 24-month project period. Renewal is possible if additional grant funding is secured.

Essential Job Functions

Key Responsibilities

Project Leadership & Coordination

  • Lead the full life cycle of LAP implementation, including detailed workplans, timelines, and deliverables.
  • Coordinate the planning team, including legal experts, advocates, culturally specific partners, and survivor leaders (e.g., SOAR).
  • Support development of VAWA-compliant referral pathways between internal programs and external partners.
  • Facilitate collaborative development of program standards, policies and procedures, supervision model, and training plan for the LAP attorney.
  • Organize meetings, prepare agendas, and document decisions and progress.

Grant Stewardship, Compliance & Reporting

  • Serve as primary point of contact with the funder (OVW) and ensure alignment with all grant requirements.
  • Attend required OVW technical assistance meetings, site visits, and training events.
  • Track project outcomes, data accuracy, and performance measurement tools in collaboration with evaluation partners.
  • Prepare and submit timely programmatic reports, evaluation summaries, and sustainability recommendations.

Stakeholder & Community Engagement

  • Build and maintain relationships with court partners, legal service providers, culturally specific organizations, and survivor advocacy groups.
  • Support development of outreach materials and communication strategies to raise awareness of legal services statewide.
  • Facilitate engagement of individuals with lived experience throughout project design and evaluation.

Early Implementation Support

  • Assist in recruitment and onboarding of the staff attorney.
  • Support attorney and direct service teams in coordinating early case referrals and cross-program collaboration.
  • Monitor initial case flow and implementation challenges, recommending adjustments to ensure survivor safety, confidentiality, and access.

Qualifications, Experience, and Education

  • 3+ years of experience leading multi-partner projects in social services, legal services, or related fields.
  • Minimum 3 years managing complex collaborative projects, preferably within victim services, legal services, or nonprofit programs.
  • Knowledge of domestic violence dynamics, trauma-informed practices, and survivor-centered service delivery.
  • Experience with grant compliance, workplan execution, and reporting to government funders.
  • Strong facilitation skills and ability to coordinate cross-agency teams.
  • Excellent organizational, analytical, and written communication skills.
  • Ability to travel throughout Rhode Island; occasional evening meetings may be required.

Preferred Skills

  • Experience with VAWA-funded programming and confidentiality requirements.
  • Familiarity with Rhode Island civil legal systems, especially matters involving IPV survivors.
  • Experience engaging survivors in program development and continuous quality improvement.
  • Data collection/evaluation experience (qualitative and quantitative).

Work Environment & Physical Requirements

  • Office environment with periodic court or partner-site visits.
  • Remote work flexibility as appropriate.
  • Ability to lift up to 20 lbs and sit/stand for extended periods.
