POSITION DESCRIPTION:
What you will do at Precinct One
The Project Manager, Transportation, is responsible for overseeing, coordinating, and fulfilling the Precinct’s responsibilities for transportation mobility improvement projects. The Project Manager, Transportation, will collaborate with cross-functional teams, stakeholders, and vendors to achieve project goals and deliver successful transportation projects. Identify mobility projects and define appropriate scope based on the Precinct’s Mobility Principles of equity, community, resilience, and sustainability. The successful candidate will oversee, review, and coordinate transportation projects from initiation to completion. Review consultant and contractor proposals and bids. Advise Precinct 1 crews and on-call contractors on mobility improvement in and around Precinct 1 Parks. Review and coordinate traffic studies performed by OCE-Traffic. Prepare grant applications for roadway safety and mobility funding. Attend community meetings and make presentations related to Precinct 1 mobility projects.

Assist with developing and reviewing proposed project plans, contracts, agreements, schedules, bidding documents, construction documents, changes, and payments, for the purpose of managing project scope and budget, mitigating risks, and ensuring that projects are in alignment with Precinct 1 goals. Coordinate with Precinct staff as well as other agencies including Harris County Engineering, Harris County Flood Control District, Harris County Toll Road Authority, local cities and agencies, to develop quality, appropriate projects and ensure effective communication between all project team members.

Requirements

What you will bring to the Precinct

Education:
  • Bachelor's degree in Civil Engineering, Engineering Technology, or Construction Management from an accredited college or university.
Experience:
  • 7 Years of project management experience in related field.
  • Proficiency in Microsoft software applications such as, Outlook, WORD, Excel and PowerPoint
  • Prior government, municipal/county public works experience
Licensure:
  • Valid Texas State Driver’s License
Knowledge, Skills, and Abilities:
  • Strong communication and presentation skills.
  • Ability to read and comprehend construction plans, estimates, and specifications.
  • Ability to develop project portfolio status and performance reports.
  • Experience leading and/or collaborating with project and engineering teams and public speaking.
  • Ability to effectively communicate and build relationships with internal and external stakeholders, including co-workers, consultants, management, other government agencies, and constituents.

About Precinct One
There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government.

With approximately 1.1 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 39 percent African American, 37 percent Latino, 18 percent Anglo, 5 percent Asian and 1 percent other.

Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the Shell Energy Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 20 parks, 11 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

Physical Requirements:
  • This position includes standard office work which may require remaining stationery and working at a computer workstation for extended periods of time.
  • At times files or boxes must be transported weighing up to 15lbs. It also includes fieldwork which may require driving to and walking through active job sites and/or undeveloped areas containing uneven and sloped surfaces.
Work Environment:
  • This position may operate in an indoor professional office environment and/or outdoor environment.
  • Exposure to various and extreme weather conditions, temperature variations, loud noises and possible dangerous chemicals could be encountered.

Employment may be contingent on passing a drug screen and meeting other standards.
