Background/Purpose:

WHO is actively engaged in strengthening global/national capacities to prevent, detect, and respond to emerging and re-emerging health threats. In recent years, the increasing frequency of zoonotic spillovers, pandemics, and antimicrobial resistance has underscored the importance of an integrated, multisectoral approach to health security. Recognizing these challenges, the Pandemic Fund has been established as a global financing mechanism to support countries in operationalizing comprehensive pandemic preparedness and response (PPR) systems.

In Pakistan, WHO is supporting the implementation of the Pandemic Fund–financed project titled “Pandemic Preparedness and Response through Operationalizing One Health Approach in Pakistan.” This national initiative brings together a wide range of government institutions, development partners, and technical agencies to address systemic gaps across the human, animal, and environmental health interface.

The project is designed to strengthen cross-sectoral governance, bolster disease surveillance and laboratory systems, enhance the country’s workforce for emergency response, and increase risk communication and community engagement capacity at all levels. Given the breadth and complexity of this undertaking, WHO Pakistan seeks the services of a qualified and motivated ‘Public Health Officer/Epidemiologist’ who will be placed at the Provincial/Regional/Federal One-Health Units and work directly under the guidance of the WHO PF focal point. This role is integral to ensure that the technical and operational elements of the PF project are implemented in a timely, coordinated, and efficient manner across federal and provincial tiers

Tasks to be performed:

Under the direct supervision of the WHO Head of Sub Office and the overall guidance of the WHE Team Lead, the incumbent will carry out the following tasks:

Operationalization of One Health approach for Pandemic Preparedness and Response

  • Collaborate and facilitate the operationalization of One Health Units at national or sub-national levels.
  • Assist in the planning, execution and monitoring of Project activities related to the defined objectives: One Health coordination, surveillance and response, lab strengthening, health workforce development and community engagement.
  • Support joint training needs assessments, consultative workshops, trainings and simulation exercises to build one health emergency preparedness capacity under the Pandemic Fund.
  • Support provincial or national counterparts in establishing/strengthening functionality of One Health structures through linkages with existing preparedness platforms
  • Contribute to the development and review of technical guidelines, SOPs, and operational tools for early detection, coordinated outbreak response, and multisectoral risk assessment on Zoonoses/ OH issues.
  • Facilitate and coordinate surveillance data management and information sharing between core sectors (health, livestock, wildlife, environment), national and provincial authorities, UN agencies, and health development partners.

Surveillance, Outbreak Detection, Response and Data Management using One Health Approach

  • Support early warning systems for rapid detection and response to emerging and re-emerging infectious diseases.
  • Contribute to the establishment of coordinated zoonotic disease surveillance for priority pathogens including harmonization of surveillance protocols across the human, animal, and environmental health sectors and surveillance systems.
  • Facilitate regular flow of surveillance data (daily / weekly) to the relevant admin level (provincial and federal level).
  • Support surveillance data analysis (IDSR and surveillance systems of other sectors) to produce periodic (daily/weekly/monthly) Epidemiological updates/ briefs for sharing with relevant authorities for immediate action and reporting unusual disease trend or clustering of cases.
  • Contribute to and coordinate multi-sectoral outbreak investigations and facilitate the deployment of Rapid Response Teams (RRTs)
  • Carry out real-time epidemiological analysis including continuous collection, modeling, and interpretation of field data to monitor and track disease trends and outbreaks.

Support Reporting and Knowledge Dissemination across multiple sectors and disciplines

  • Provide technical assistance in coordinating and documenting technical and intersectoral meetings, workshops and other events related to One Health activities under the PF work plan.
  • Guide and support the establishment of a centralized platform for sharing alerts, advisories, and technical updates on emerging One Health threats, including zoonotic diseases and climate-related events.
  • Provide technical input on One Health communication materials, talking points, and knowledge products that highlight PF One Health achievements and ongoing work.
  • Facilitate timely follow-up with federal and provincial stakeholders to collect and consolidate implementation updates and ensure information flow between sectors.
  • Assist the PF Focal Point at WCO in documentation, compiling, drafting, and reviewing technical updates, coordination briefs, and donor reports as per PF reporting requirements.

Support PF Monitoring and Evaluation

  • Provide technical inputs in the development and use of M&E tools for monitoring implementation of PF One Health interventions.
  • Support the PF Focal Point at WCO in aggregating and reviewing activities updates and performance data for inclusion in periodic progress reports and IEs briefings.
  • Assist in coordinating data availability, indicator matrices, and summary visuals to support internal and external reviews of PF implementation.
  • Maintain and regularly update centralized databases on training capacities, emergency stockpiles, and critical supplies to support preparedness and response.
  • Support assessments & evaluations of One Health activities to assess effectiveness, identify gaps, and inform strategic adjustments.
  • Support data validation and reporting coordination between WHO technical teams, implementing entities, and provincial/regional One Health Units.
  • Perform other related duties as required and requested by the supervisor.

Recruitment Profile

Education:

  • Essential: University degree in medicine, health policy, public health, epidemiology, biomedical sciences, or related field.

Experience:

  • Minimum 02 years of relevant experience.
  • Experience of working with UN or similar environments. Experience at multiple administrative levels or across sectors will be an asset.

Functional Knowledge and Skills:

Language:

Proficiency in English and Urdu language.

Proficiency in regional languages will be an asset.

LICA is a non-staff contract whereby the signatory has the status of a contractor and not considered in any respect as being a staff member of either the World Health Organization (WHO) or UNOPS. As such, there will be no employer-employee relationship between the signatory and the contracting Organization.
