1. Pre-Construction Stage

a. Feasibility Studies & Cost Planning

  • Prepare initial cost estimates and feasibility reports.
  • Advise on cost limits and budgets.
  • Conduct value engineering to optimize cost efficiency.

b. Tendering & Procurement

  • Prepare Bills of Quantities (BOQ), cost breakdowns, and tender documents.
  • Evaluate tenders and assist in contractor selection.
  • Advise on procurement methods (e.g., traditional, design & build).

2. Construction Stage

a. Contract Administration

  • Manage and administer contracts (e.g., JCT, FIDIC, NEC).
  • Assess progress claims and certify interim payments.
  • Handle variations, change orders, and claims.

b. Cost Control

  • Monitor project costs and forecast final expenditures.
  • Track material and labor costs against budget.
  • Identify potential cost overruns and advise corrective action.

c. Site Coordination

  • Liaise with site engineers, architects, and project managers.
  • Conduct site visits to verify work progress and quality.

3. Post-Construction Stage

a. Final Account Preparation

  • Prepare and agree on the final account with contractors.
  • Reconcile all variations and contractual claims.

b. Project Closeout

  • Prepare cost reports and project completion documentation.
  • Conduct post-project evaluation and cost analysis for future projects.

4. Additional / Specialized Roles

Depending on the organization or project type, a QS may also:

  • Conduct risk and value management.
  • Provide life-cycle costing for sustainable construction.
  • Advise on taxation, insurance, and depreciation aspects.
  • Support dispute resolution and arbitration through detailed cost evidence.
