The Opportunity
WSDOT is excited to announce an opportunity for a talented Forms and Records Analyst 3 to join our Records and Information Management Team. In this pivotal role, you will help drive the statewide vision and direction of WSDOT’s Records & Information Management Program, an essential function that ensures the agency’s information is well-governed, accessible, and aligned with statewide policies. As a key contributor, you will support strategic planning, policy development, training initiatives, and executive-level consultation. You will also serve as a project manager and lead trainer for the Records & Information Management Program, playing a central role in strengthening records practices across the agency. Your responsibilities will include developing and delivering records management training, guiding staff on the effective use of electronic tools such as the O365 suite and the enterprise content management (ECM) system, and coordinating records cleanup and other information governance projects. What to Expect
Among the varied range of responsibilities held within this role, the Records and Training Specialist will:
  • Develop and deliver training plans and other workforce development opportunities.
  • Identify topics of Record & Information Management that agency personnel need additional guidance on.
  • Develop and facilitate a Community of Practice to improve records and information management knowledge in the department, Identify and secure guest speakers, market the Community of Practice, and lead the recorded educational event.
  • Identify and develop educational pages and/or materials needed for our Records & Information Management Sharepoint Site.
  • Utilize project management skills to organize teams, assess records related risks, develop mitigation plans, and lead offices or other work teams through records and information management efforts including record reduction, organization, and classification.
  • Conduct research and formulate recommendations to implement strategic clean-up projects to mitigate risk.
  • Develop strategies and provide consultations to assist offices with processes.

Qualifications
To be considered for this opportunity, the following are required:
  • Training & Facilitation: Skill in developing and delivering effective training to diverse audiences.
  • Leadership Without Authority: Ability to motivate and guide teams or groups without formal supervisory authority.
  • Communication: Strong written and verbal communication skills for conveying information clearly and professionally.
  • Project Management: Applied knowledge of project management tools and methods (e.g., process mapping, decision logs, communication plans, Gantt charts, RACIs, charters).
  • Positive Influence: Ability to present challenging or sensitive topics constructively and maintain engagement.
  • Instructional Flexibility: Capacity to adjust training methods in real time based on participant needs and group dynamics.
  • Emotional Intelligence: Skill in reading group dynamics, de-escalating conflict, and building trust.
  • Organization & Self-Management: Ability to independently plan, prioritize, and complete tasks accurately and on schedule.
  • Respectful Workplace: Demonstrated ability to contribute to a work environment that fosters respect, inclusion, and equal opportunity for all.

It is preferred that qualified candidates also have:
  • Process Improvement: Experience applying Lean Six Sigma principles (Green Belt or higher preferred).
  • Instructional Content Development: Ability to create clear, accessible written guides, handouts, and web content for workplace learning.
  • Technology Adaptability: Demonstrated comfort learning and using evolving technologies, including Windows platforms, presentation tools, and new digital features.
  • Digital Tools Proficiency: Knowledge of or ability to quickly develop proficiency with tools such as Canva, SharePoint (SPO), databases, PowerPoint, Excel, Word, iLINX, and Microsoft Teams.
  • Organizational Awareness: Understanding of WSDOT’s organizational structure and the broader Washington State agency landscape.
  • Regulatory Knowledge: Familiarity with Washington State Records & Information Management statutes (e.g., RCW 40.14, RCW 42.56, WAC 434-662) or ability to develop expertise.
  • Records Program Practices: Knowledge of WSDOT Records & Information Services Program standards, practices, and processes.
  • Adult Learning Principles: Understanding of adult learning theories and their application in training environments.
