Job Title: Regional Library & Volunteer Coordinator


Retirees of the Texas Teachers Retirement System (TRS) may apply.
Consistent with district policy SD-7.17 “Employment of Retirees,” selected applicants are responsible for reimbursing the district, through payroll deduction, for the current rate of all TRS pension or TRS Care surcharges. As of September 1, 2025, the TRS pension surcharge rate is 16.5% and the TRS Care surcharge is $535/month.

Salary Plan


Primary Purpose:
Assist in directing and monitoring the operation of the school library/media centers. Provide services and resources that allow students to develop skills in locating, evaluating, synthesizing, and using information to solve problems. Serve as teacher, materials expert, and curriculum adviser to ensure that library/media center is involved in instructional programs of the school. Coordinate volunteer recruitment and participation and act as a liaison with local public libraries.


Qualifications


Education/Certification/Experience:


Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE).


Five years full-time, wage-earning librarian, teaching or volunteer recruitment experience.


Master's degree is preferred and may be substituted for two years of the required five years full-time, wage-earning experience.


Texas State Board for Educator Certification (SBEC) Librarian, Learning Resources Specialist, or Teaching certificate preferred.


Five years full-time, wage-earning librarian experience.


Experience in a correctional environment preferred.


This position requires personal technology that will enable the completion of job duties and responsibilities when working remotely.


Special Knowledge/Skills:


Excellent oral and written communication skills with the ability to convey ideas and instructions clearly and concisely.


Skill in the use of computer software necessary to organize and maintain library files, data, inventory, and reports.


Ability to remain current in library practices and developments as relates to educational and instructional research and materials applicable to school library programs.


Knowledge of library policies, procedures, and regulations.


Ability to use existing and emerging technologies to support and assist staff and students.


Knowledge of library and information science.


Strong organizational and interpersonal skills.


Major Responsibilities and Duties:


1. Serve as instructional resource consultant and materials specialist to principles, teachers, unit library staff and incarcerated students.


2. Assist with developing and maintaining a balanced collection appropriate to the needs of the assigned incarcerated student population and assist in selecting library books, periodicals, and materials to be purchased for assigned units.


3. Assist with training incarcerated student library aides and librarian assistants for assigned units in coordination with Regional and Unit Principal.


4. Advise principal of library material, equipment, and instructional needs for assigned units.


5. Assist in library inventories and budgets. Prepare, maintain, and report appropriate unit records on circulation, inventory, and newspapers, and magazines for assigned units.


6. Maintain, organize, and supervise the circulation of library materials; recommend unit library procedures and regulations for assigned units.


7. Coordinate volunteer participation and act as a liaison with the local public libraries to extend programs and services.


8. Assist in the development of programs that promote job or life skills.


9. Assist with the development and maintenance of various training manuals.


10. Coordinate effectively with other agencies and/or TDCJ departments to improve the quality of district programs.


11. Design, develop, and present effective campus and district-level staff development on library strategies and the use of volunteers.


12. Perform other duties as assigned.

13. Maintain confidentiality in handling sensitive information received in the performance of the job duties.


14. Perform duties in a professional manner through daily, punctual attendance at location of work assignment.


15. Follow Windham School District policies and procedures in completing assigned job duties.


16. Execute duties in a professional, ethical and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators.

Environmental Demands:


Work inside and outside, noise, radiant/electrical energy, work alone, work with others, around machines with moving parts and objects, possible exposure to microwaves in use, exposure to hot and cold temperatures, exposure to dust and cleaning chemicals.
