Position Description




Under broad supervision, the Sr Contracts Manager oversees contractual agreements for Harris County entities and supervises supporting staff. Individuals in the position will be responsible for managing the vendor contract development process through planning, negotiation, and execution. In addition, this role involves guiding and mentoring Contract Managers, ensuring performance development and compliance with daily strategies and approaches related to contracts.

The Sr Contracts Manager is expected to demonstrate robust leadership, communication, negotiation, and decision-making abilities, including the ability to foster teamwork and development.

Duties and Responsibilities:
  • Contract Management: Manages a portfolio of active contracts and leads to the development, execution, and administration of vendor contracts, ensuring proper contract utilization and minimizing inefficiencies. In addition to establishing strategies, approaches, negotiations, awards, amendments, and expirations.
  • Process Improvement: Identifies opportunities for improvement in contract management
  • processes, procedures, and workflows. As well as recommending adjustments to commercial strategies and targets, including contract close-outs and extensions to support Harris County departments.
  • Compliance and Quality Control: Ensures compliance with contracts, strategy, and process requirements.
  • Leadership: Manages, leads, and guides the Contract Management team, assessing
  • development needs and providing coaching to foster a high-performing team.
  • Strategic Planning: Provides support to Category Managers and Sourcing Managers in
  • negotiating sourced projects within a spend category for various commodities; provides
  • contractual insights to support strategy development.
  • Collaboration: Partners with multiple entities within Harris County, including the Purchasing and Legal departments, to manage vendor contracts and establish remediation activities for contractual breaches.

Requirements

Education and Experience:
  • Bachelor’s Degree in a directly related field and five (5) years of experience in sourcing, purchasing, contract negotiation and management, and vendor management
OR
  • Associate's degree in a directly related field and seven (7) years of experience in sourcing, purchasing, contract negotiation and management, and vendor management
OR
  • High School Diploma/GED and nine (9) years of experience in sourcing, purchasing, contract negotiation and management, and vendor management.
Knowledge, Skills, and Abilities:
  • Knowledge of contract management tools, processes, and analysis.
  • Proficiency in contractual structures, terminology, and negotiating.
  • Excellent written and verbal communication skills.
  • Excellent problem-solving, conflict resolution, and analytical thinking skills.
  • Advanced skills in Microsoft Suite programs (Outlook, Word, Excel, PowerPoint).
  • Ability to manage a portfolio of contracts across multiple stakeholders.
  • Ability to establish strong relationships with Departments and vendors to achieve best outcomes.
  • Ability to prioritize and handle multiple tasks with competing deadlines.
  • Ability to lead a high-performing team.

General Information

Position Type and Typical Hours of Work:
  • This is a full-time position with the typical work hours of: Monday - Friday from 8am-5PM.
  • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Compensation:
  • Annual Salary Range: DOE
Work Environment and Physical Demands:
  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
  • The physical demands associated with this job are minimal, with occasional lifting and moving objects weighing up to 10 pounds.
  • The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
Reporting Relationships:
  • Reports To Position: Director, Sourcing and Contract
  • Supervises Positions: Contract Managers

Employment may be contingent on passing a drug screen and meeting other standards.
