The Senior Cost Control Quantity Surveyor is responsible for overseeing the cost planning, monitoring and control for high-end residential construction projects. This role involves implementing advanced cost control systems, preparing detailed forecasts, and ensuring alignment with budgets throughout the project lifecycle. The position requires deep technical expertise, a results-oriented approach, and the ability to work closely with multidisciplinary teams.
Key Responsibilities:
Cost Planning and Management
- Develop and implement detailed Cost Breakdown Structures (CBS) using ERP systems to map budgets to work activities.
- Establish and monitor comprehensive cost control systems, including Earned Value Management (EVM), to track project performance.
- Prepare and maintain accurate cash flow forecasts, ensuring financial resources are allocated effectively.
Advanced Cost Control
- Conduct in-depth variance analyses, identify deviations from budgeted costs, and initiate corrective actions.
- Evaluate subcontractor claims, supplier invoices, and material requisitions to ensure alignment with contracts and budgets.
- Enforce cost discipline across all stages of the project lifecycle.
Valuation and Variation Management
- Lead preparation, submission, and negotiation of interim valuations, final accounts, and payment applications.
- Oversee robust preparation and documentation of variations and claims.
- Collaborate with project teams to assess and mitigate the financial impacts of design modifications or unexpected site conditions.
Technical Analysis and Reporting
- Prepare detailed cost reports such as Cost Value Reconciliation (CVR), variance reports, and resource-based performance metrics such as Cost Performance Index (CPI), and Schedule Performance Index (SPI).
- Generate dashboards and trend analyses for senior management review, providing actionable insights.
- Conduct material reconciliation (e.g., steel, concrete, tiles) and issue back charges for non-compliant works.
Risk and Opportunity Management
- Identify potential cost risks and inefficiencies early.
- Recommend and implement strategies to mitigate risk and maximize cost-saving opportunities.
System Implementation and Optimization
- Integrate and manage advanced ERP systems like ePROMIS/SAP, and software tools like CCS Candy and Primavera, and Microsoft Project for streamlined cost tracking and forecasting.
- Promote continuous process improvement by applying feedback, post-project reviews, and lessons learned.
Leadership and Collaboration
- Mentor and guide junior cost control staff and foster a culture of technical excellence.
- Work closely with project managers, planners, and commercial teams to ensure aligned project goals and execution strategies.
