Blackberg Group is seeking an experienced, media-savvy Spokesperson to support a high-visibility communications program for major transportation and infrastructure projects across the Louisville region. This role is central to helping residents, media, and stakeholders understand upcoming improvements, traffic impacts, public safety messaging, and the long-term value of significant infrastructure investments.

You will serve as a public-facing representative in coordination with the Kentucky Transportation Cabinet (KYTC) District 5 Public Information Officer (PIO). This includes television, radio, print, digital/social media appearances, community events, crisis communication support, and rapid-response messaging. We are seeking contingent hires based on a pending contract award.

Core Responsibilities

  • Deliver unified messaging consistent with the District, ensuring the public understands project impacts, detours, safety considerations, and long-term infrastructure benefits.
  • Participate in press conferences, interviews, public meetings, and community events, representing the program with professionalism and clarity.
  • Support the development of talking points, FAQs, public statements, and crisis-response messaging for project milestones, incidents, and urgent communications needs.
  • Record on-camera content, short videos, social media explainers, and digital updates to enhance outreach and public understanding.
  • Assist with proactive storytelling efforts that highlight improvements, safety enhancements, and the value of ongoing infrastructure investments.
  • Coordinate closely with the public information officer, project contractors, creative teams, and other communicators to ensure consistency across all platforms.
  • Support emergency communications and rapid-response activities related to major Louisville-area projects, including closures, weather events, construction changes, and other time-critical situations.
  • Engage with stakeholders including local governments, businesses, neighborhoods, schools, and community organizations to share updates and answer questions.
  • Represent the District at community meetings, briefings, and public engagement events when delegated.

Required Qualifications

  • Experience supporting transportation, infrastructure, public works, or government communications programs.
  • 8+ years of experience in marketing, communications, public affairs, digital content development, or a related field.
  • Proven experience developing integrated marketing plans and executing multi-channel campaigns.
  • Strong skill set in content creation, including graphics, social media materials, and short-form or long-form digital content.
  • Demonstrated ability to produce clear, accurate public information materials under tight deadlines.
  • Experience coordinating with government agencies, public-sector clients, or complex multi-vendor project teams.
  • Proficiency with creative and marketing tools (e.g., Adobe Creative Cloud, Canva, social scheduling platforms, CMS tools).
  • Ability to translate complex infrastructure or technical information into accessible, public-friendly content.
  • Excellent writing, editing, and visual communication skills.
  • Ability to manage multiple projects simultaneously and adjust quickly to shifting priorities.
  • Strong interpersonal and collaboration skills; comfortable working directly with PIOs, engineers, leadership, and community partners.

Preferred Qualifications

  • Familiarity with Louisville-area, local government entities, neighborhoods, and community dynamics.
  • Experience supporting transportation, infrastructure, or public-works-related communications.
  • Working knowledge of accessibility standards (ADA/Section 508) for digital content and video assets.
  • Experience with video storyboarding, filming coordination, or scriptwriting.
  • Background working with state Department of Transportation, engineering firms, or public-sector communications teams.
  • Experience planning and executing public meetings, press events, or community engagement activities.
  • Understanding of data-driven marketing performance monitoring and analytics reporting.

Job Type: Full-time

Pay: $80,000.00 - $110,000.00 per year
