Position Summary & Responsibilities:

Position Summary:

This Sr Program Management Engineer (PCE II) position works within the Division of Program & Project Management and has the option of working out of Topeka, at the Eisenhower State Office Building or Lawrence.

This position will play a vital role in not only the operation of Program and Project Management, but the entire Agency. There will be limited travel required for this position, however there will be some. With a two-year rolling program, there will be local consultation required every two years. This includes traveling throughout the state to meet locals, gather input, and then use the input to aid with project scoring and ultimately, project selection.

Job Responsibilities may include but are not limited to the following:

  • Serves as support staff for the current director regarding all things program related including direct oversight in the development of projects for the statewide multi-year highway improvement program and set-aside programs.
  • Initiates, develops, manages, and updates project authorizations, project scopes, and cost estimates for each fiscal year of the multi-year program. Work involves use of the Priority Formula and consultation with other KDOT bureaus. Monitors approved projects and determines the effect of changes in letting dates, project development schedules, project scopes, and project cost estimates.
  • Oversee project and program controls. This position will actively work with division staff, other divisions, program management consultants and agency executives throughout the process of reviewing completed work and work in progress.
  • Administrates the Plans, Specifications and Estimate (PS & E) process for all KDOT Federal Aid construction projects. Confirms that all necessary documents and agreements have been submitted and meet Federal regulation, that all clearances have been obtained, and that plans, specifications, and construction estimates are complete.
  • Directs the development and documentation related to Division Activities including both current, past, and future policy driven efforts. This includes close coordination with many different Bureaus and Divisions.
  • Supervises and directs staff on tasks related to Program Management. This includes both teaching and training aspects for future agency leadership.
  • Serves as principal Administrative Assistant to the Director of Program and Project Management by planning and coordinating internal project development operations and related activities and supervising personnel. Represents the Director of Program and Project Management on committees, task forces, and at meetings as assigned.
  • Program Management Consultant (PMC) Management: Aids in the management of KDOT’s Program Management Consultants (PMCs). This includes, but is not limited to directing, coordinating, and approving Program Controls and other project specific task orders and items.
  • Enhanced Priority Formula System (EPFS) Lead Engineer: Uses the Enhanced Priority Formula System and oversees the maintenance, utilization, and deployment of this system.

Qualifications:

Minimum Qualifications:

  • Professional Civil Engineering License
  • 6 years of experience in engineering, including one year of supervisory.
  • Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.
  • Valid Driver’s License at time of appointment.

Preferred Qualifications:

  • 2+ years of Project Management and supervisory experience
  • 1+ years of Program Management Experience
  • Knowledge of WinCPMS, its operation and functionality
  • Detail oriented with the ability to become proficient in using databases and perform data analysis.
  • Ability to develop effective working relationships with internal and external stakeholders.
