Position Details


Position Summary:

The Sr. Energy and Sustainability Program Manager develops, implements, and evaluates aspects of district-wide energy and resource conservation and sustainability programs designed to make PPS’ schools and facilities more sustainable. These programs include energy efficiency, waste reduction, behavioral conservation campaigns, occupant/community engagement and energy efficiency and sustainability project management. The position manages the district’s utility and waste management budgets and oversees construction projects.


Representative Duties:

  • Oversees the District’s decarbonization efforts as outlined in the Climate Crisis Response Policy, including goals to achieve 50% reduction of Greenhouse Gas (GHG) emissions by 2030, net zero GHG emissions by 2040, and all-electric infrastructure by 2050.
  • Provides strategic vision and manages the planning, implementation, and reporting for the Portland Clean Energy Fund (PCEF) grants the District has been awarded (~$40 million).
  • Manages and maintains the District’s Decarbonization Roadmap, an Excel & PowerBi tool that tracks, projects, and prioritizes decarbonization projects and associated GHG emissions data.
  • Manages staff who oversee all waste reduction programs and waste hauling contracts (municipal solid waste, recycling, organics/food waste).
  • Oversees multi-million dollar projects related to energy efficiency
  • Oversees utility and sustainability budgets over $15 million. Monitors invoices and rates. Monitors expenditures against budget; prepares necessary documentation for review/approval; tabulates budgetary data, calculates figures, and checks for accuracy.
  • Hires, trains and supervises an Energy and Sustainability Program Manager and any interns and/or AmeriCorps members.
  • Develops District policies and design standards to support energy efficiency and sustainability efforts in the district.
  • Oversees district-wide sustainability efforts, including efforts focused on energy and water conservation, waste reduction, and storm water management.
  • Works closely with building staff, custodians, and maintenance staff to monitor and reduce the resource consumption at their schools.
  • Reports regularly on impact of energy efficiency and conservation programs on District resource use and cost, including GHG emissions reporting.
  • Oversees the district’s participation in Energy Trust of Oregon programs, including New Buildings, Existing Buildings, and Strategic Energy Management Program (SEM).
  • Provide technical assistance to facility-planning and school modernization processes through design review as it relates to energy efficiency and sustainability.
  • Other energy, sustainability and resource conservation duties as assigned


Minimum Qualifications:

Education and Training:

For both levels of this classification series, is typically obtained through completion of a Bachelor’s degree in school business operations, architecture, facilities planning, construction management, business administration, public administration, project management or closely related field and the following:

Experience:

  • The Construction and Maintenance Programs Manager requires three (3) years of experience in the designated functional program, including experience with facilities planning and construction project management; experience in a lead or supervisory role is desirable.
  • The Construction and Maintenance Programs Manager, Senior requires five (5) years of planning and leadership experience in the assigned functional program, including experience leading large-scale facilities planning and construction projects management experience and a minimum of one (1) year in a lead, supervisory or management role is required.
  • Experience working in educational facilities, municipality or other public agency in a richly diverse community is preferred. A Master’s degree in any of the identified or related fields will substitute for two (2) years of the required experience.
  • Any other combination of education and experience that would likely provide the required knowledge and abilities may be considered.

Skills:

  • Ability to plan, coordinate, implement and manage assigned programs and projects.
  • Read, interpret and work from diagrams, blue prints, plans, sketches and specifications.
  • Prepare, administer and monitor project budgets and anticipate future budgetary needs.
  • Ability to demonstrate effective interpersonal and communication skills among a diverse group of internal and external stakeholders.
  • Ability to identify and recommend best practices for energy efficiency and sustainability in facilities.
  • Possess strong computer skills (Microsoft Office Suite, Outlook).
  • Possess resource conservation/energy accounting and data analysis.
  • Communicate effectively both orally and in writing.

Certifications:
Certified Energy Manager (CEM) or LEED accreditation is desired


Classification and Salary

This position is classified as Construction and Maintenance Programs Manager, Senior, Pay Grade 37, on the Non-Represented, Confidential, Professional and Management Employees salary schedule FLSA Exempt.

Salary Range: $110,741 - $132,230
