We are looking for an experienced Senior Sourcing Manager to oversee procurement operations and strategic sourcing initiatives with a focus on compliance and efficiency. In this role, you will apply your expertise in managing contracts and negotiating agreements while ensuring alignment with state and federal regulations. This is a long-term contract position based in Philadelphia, Pennsylvania.
Responsibilities:
• Interpret and apply state and federal procurement regulations to ensure compliance.
• Analyze complex contracting issues and provide strategic recommendations and solutions.
• Oversee government or public sector sourcing and procurement processes, ensuring adherence to operational and regulatory standards.
• Evaluate and enhance strategic sourcing procedures to optimize efficiency and effectiveness.
• Manage diverse and high-value sourcing transactions, including negotiations and contractual responsibilities.
• Strategically manage operating expenses to align with organizational goals.
• Collaborate with departments to implement positive changes, demonstrating strong leadership and customer service.
• Prioritize, coordinate, and manage multiple tasks and projects while delegating responsibilities effectively.
• Build and maintain productive relationships with suppliers, team members, and external stakeholders.
• Utilize advanced software tools, including Microsoft Office Suite and preferred systems like Oracle or PeopleSoft, to facilitate procurement processes.
• Proven experience in managing commercial contracts, negotiations, and administration.
• Strong knowledge of federal and state government contracting regulations and processes.
• Expertise in sourcing construction materials and working with housing construction and engineering companies.
• Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint; experience with Oracle or PeopleSoft is preferred.
• Demonstrated ability to assess and prioritize tasks while managing multiple projects effectively.
• Exceptional communication skills, both verbal and written, with a focus on clear and detail-oriented delivery.
• Adept at using independent judgment within established procedural guidelines.
• Strong track record of managerial success and influencing positive organizational change.
