Manager, Employee & Labor Relations
General Description
The Specialist for Employee and Labor Relations serves as a key member of the Talent Office,
supporting a range of employee-facing functions, including workplace investigations, employee
relations guidance, Title IX response for staff, and assistance with the ADA accommodation
process. This role provides neutral, timely, and well-documented support to employees,
supervisors, and leaders across the division while upholding RPS values of Equity, Engagement,
and Excellence. The Specialist also contributes to labor relations activities, training, and
department-wide initiatives in collaboration with the ELR Manager and Director. The Specialist
will manage the receipt, conduct investigations, and provide resolutions of complaints and Title
IX. Develop and deliver training programs and create a safe environment for students and staff.
Will provide technical and administrative support on a division-wide level for all employees in
collaboration with the Manager and Director.
Essential Duties and Responsibilities
Title IX (Student and Staff-Related)
- Assists the division in responding to staff-related Title IX allegations in accordance with
federal regulations and RPS policies.
- Conducts Title IX investigations as assigned, ensuring neutrality, fairness, and compliance.
- Coordinates supportive measures for complainants and respondents and ensures all parties
understand the process.
- Prepares required Title IX investigation reports and supports the grievance process under the
direction of the ELR Manager.
ADA Support (Employee Accommodations)
- Supports the employee ADA accommodation process, including intake, documentation
tracking, communication with stakeholders, and scheduling relevant meetings.
- Ensures required records are maintained, and timelines are met in accordance with policy and
legal requirements.
- Provides clear, neutral communication to employees and supervisors regarding the process.
Employee Relations
- Conducts prompt, neutral investigations into employee workplace concerns, including policy
violations, conduct issues, supervisor concerns, and other employee-relations matters.
- Provides guidance to supervisors on documentation, corrective action, conflict resolution, and
application of division policies and procedures.
- Supports crisis response or urgent employee-relations matters to ensure timely resolution.
- Prepares well-organized, accurate, and objective investigation summaries and case
documentation.
Training and Organizational Support
- Assists in the development and delivery of ELR-related training for supervisors and staff,
including documentation practices, workplace expectations, investigations, and Title IX.
- Collaborates with the ELR Manager and Director on department-wide projects, process
improvements, and data tracking.
- Performs additional duties as assigned.
Qualifications- Bachelor’s degree in human resources, social work, public administration, or a related field.
- At least three years of experience in employee relations, human resources investigations, or a
comparable role.
- Title IX or EEO investigation experience is strongly preferred.
- Working knowledge of employee-related regulations, including Title IX, ADA, EEO, and
relevant employment laws.
- Strong written and verbal communication skills.
- Excellent organizational, interviewing, and documentation abilities.
- Ability to manage sensitive information with discretion and confidentiality.
- Demonstrated ability to remain neutral, objective, and professional in challenging or highly
emotional situations.
