ROLEPURPOSE: The Health Officer will play a key role in overseeing all health-related activities within the Sponsorship project at Save the Children International (SCI). This position is responsible for coordinating, implementing, and reporting on project interventions including direct provision of community health, primary healthcare services, and referrals to secondary healthcare services. The health officer will work in close collaboration with the partner NGO, the project team, and relevant stakeholders to ensure timely delivery of quality results, effective coordination with governmental and community counterparts, and the development of a coherent, sustainable health program model.

KEY AREAS OF ACCOUNTABILITY:

Project Implementation

  • Supervise and oversee all health activities implemented through the partner NGO, ensuring quality delivery of interventions, including the provision of healthcare services through partner clinics and medical referral network, delivery of tailored health awareness sessions for the target communities, enhancement of public health facility infrastructure and other related health activities.
  • Supervise the implementation of the partner’s health referral program Ensuring timely and appropriate access to secondary and specialized services.
  • Ensure effective medical and financial management of referred medical cases by participating in medical assessments as needed and ensuring referrals are made according to clinical needs and geographical proximity.
  • Provide ongoing coaching and capacity building to the partner’s team, strengthening their technical and operational competencies in coordination with relevant stakeholders.
  • Support the partner in developing and implementing community outreach plans and provide technical guidance to ensure alignment with project objectives and the needs of unaccompanied and separated children.
  • Coordinate and deliver health interventions as needed including training of Ministry of Health and Population (MoHP) service providers, upgrading the physical capacity of MoHP affiliated health facilities and conducting supervision visits to supported facilities

· Support the implementation of community health awareness sessions tailored to the specific needs of unaccompanied and separated minors and systematically observe and document their evolving health needs to inform program design and referral pathways.

  • Actively contribute to all stages of the project management cycle , including needs assessments, project design, budgeting, implementation, monitoring, and evaluation, ensuring alignment with SCI’s standards and donor requirements.
  • Support the Project Manager in leading and ensuring high-quality implementation of SCI’s health interventions for both the target community, partners, and donors.
  • Conduct and participate in visits to healthcare facilities to monitor service quality, identify gaps, and ensure alignment with project objectives.

Reporting and documentation

  • Document Health interventions/activities, lessons learnt and experience resulting from the project.
  • Contribute to the writing of regular and ad hoc reports related to the health sector.
  • Coordinate with MEAL person to support in project assessment activities.
  • Compile concise quantitative and qualitative reports on a monthly, quarterly and annual basis

Budgeting

  • Support in quality budget phasing, monitoring, and utilization, participates in cost/benefit assessment for all health activities.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in medicine with a minimum of 3 years of successful experience in project implementation with a reputed organization or NGO. Previous work with INGOs is preferred.
  • Post graduate degree or certificate in public health, Healthcare Management, Nutrition, or a related field preferred
  • Previous work with refugees/asylum seekers or displaced migrants is a must.
  • Highly developed interpersonal and communication skills including influencing and negotiation.
  • Strong results orientation, with the ability to challenge existing mindsets.
  • Very good computer skills.
  • Report writing skills and English proficiency is required.
  • Good knowledge of Child Safeguarding will be an added advantage.
