ROW Technician
Under general supervision of the Right-of-Way Manager for Public Works, the Right-of-Way Technician assists with processing Right-of-Way (ROW) permit applications and network node permit applications. In addition, assists with maintaining records, reports, and division databases to track information on permits for ROW inspections, coordinates information with other City departments, provides ROW and utility project information in response to inquiries from the general public, contractors, and outside agencies, assists walk-ins and handles phone requests in support of the ROW Division for Public Works.

Sr ROW Technician
Under the general supervision of the ROW Manager, or designee, the Senior Right-of-Way (ROW) Coordinator performs a variety of tasks in support of the Public Works and Engineering Departments. The Senior ROW Coordinator interfaces with multiple divisions to facilitate and coordinate key operational tasks. This position processes lane closure requests, files traffic control plans, notifies the public of lane closures, and provides responsible and complex office and field technical support to the Public Works and Engineering Department. This position will periodically work with the Public Works senior staff on special contracted work.

Essential Job Functions & Other Important Duties

ROW Technician


  • Enters data to track information on permits for Right-of-Way (ROW) inspections and assists with entering data for utility line locates, as needed.
  • Assists Engineers, Contractors, & Franchise Utilities with forms and technical questions related to ROW permits, Network Node permits, and utility line locate processes.
  • Reviews, accepts and processes permit applications and documents, assigns permits to the inspectors, assesses permitting fees, provides receipts for fees paid, provides change, reconciles and closes out cash drawer at close of business.
  • Registers and confirms insurance for all ROW related contractors and subcontractor.
  • Archives all final accepted projects in accordance with departmental and City policy.
  • Confirms that all permit applicants are correctly registered with the City; and assists with proper registration when necessary.
  • Assists with tracking projects from initial permit application through final approval of permit.
  • Handles all correspondence with division staff regarding contractor violations and updates the ROW Permit and contractor's registration file with new proof of insurance.
  • Assists with researching ROW and Network Node permit questions, as well as ROW Ordinance related questions for contractors, developers, division staff and the public.
  • Maintains and updates revisions to permits and provides notifications of revisions to contractors, developers, engineers, City staff and the public.
  • Prepares copies of maps, reports, DPO, letters to assist engineers, contractors, developers, division staff and the public.
  • Scans and sends Traffic Control Plans by email to Engineering for review and approval.
  • Responsible for communicating to the appropriate City departments, which may include CMO and Communication Department for media notification when gas lines and City utilities are hit or ruptured.
  • Performs a variety of customer service duties including answering and directing telephone calls to appropriate staff members, answering routine questions, and guiding applicants on how to apply for ROW and Network Node permits.
  • Processes and monitors open purchase orders and periodically notifies managers of balances.
  • Attends and participates in a variety of meetings.

Sr ROW Technician
  • Monitors traffic control set up using the City’s video management system for all the major intersections daily that occur in the City’s ROW for compliance with approved traffic control plans, City Ordinances, codes, and contract specifications. Dispatches ROW Inspectors to site in the event a deficiency is found.
  • Provides weekly reports and written notifications to communicate with management, contractors, developers, builders, general public, and City departments related to traffic control issues.
  • Coordinates with Fire Department, Police Department, dispatch and emergency services regarding any traffic or emergency issues that occur in the ROW as a result of lane closures and/or construction.
  • Assists with implementing notifications to the public of real time traffic congestion/lane closures through coordination with Communications department in addition to using the WZDX (work zone data exchange), Waze, 511DFW, Twitter or myFrisco app.
  • Provides lane closure request approval notifications to developers, contractors, engineers, and City departments.
  • Enters data to track information on permits for lane closures, Network Nodes, Right of way Permits and ROW inspections.
  • Assists applicants with forms and technical questions related to, ROW permits, and Network Node submittal processes.
  • Attends and participates in a variety of meetings.
  • Maintains, updates, and retrieves information from project database, which will include TrakIT, CityWorks, and/or others as needed.
  • Responds to requests for assistance and information from walk-in and telephone inquiries.
  • Gathers the data for the monthly Public Works Newsletter.
  • Works with ROW leadership in preparing the ROW Standard Operating Procedures.
  • Orders office supplies for the ROW Group.
  • Updates the ROW Division Webpage when changes or updates are needed.
  • Coordinates the Fiber Overbuild Preconstruction meetings.
  • Coordinates the Saturday Work Request Process

Other Important Duties:
ROW Technician
  • Maintains and updates department records and files.
  • Assists Senior ROW Technician on daily tasks as needed.
  • Performs other duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.

Sr ROW Technician
  • Assists Customer Service Representatives in Code Enforcement, Building Inspection, and Engineering Services Department with technical questions related to traffic control.
  • Provides back-up to Senior Row Tech
  • Regular and consistent attendance for the assigned work hours is essential.
  • Performs other related duties as assigned.

Job Requirements

ROW Technician


  • Knowledge of Right-of-Way and Network Node rules, regulations, codes and ordinances.
  • Knowledge of City policies and procedures.
  • Proficiency in the use of computers and related equipment, hardware and software.
  • Knowledge of customer service practices and techniques.
  • Skill in effective oral and written communications.
  • Skill in prioritizing and tracking multiple projects, assignments and duties.
  • Skill in maintaining bookkeeping records and reconciling receipts.
  • Skill in training other employees in the utilization of computer software and databases.
  • Skill in resolving customer complaints and concerns.

Sr ROW Technician
  • Knowledge of City’s Right-of-Way Ordinance.
  • Knowledge of Work Zone Safety procedures.
  • Knowledge of Federal, State, and Local standards for Work Zone traffic control compliant devices.
  • Proficiency in the use of computers and related equipment, hardware, and software.
  • Skill in reviewing, evaluating, and modifying, construction plans.
  • Skill in analyzing technical reports for compliance with material specifications.
  • Skill in effective oral and written communications.
  • Skill in reviewing construction test results and preparing written reports.
  • Skill in tracking and coordinating construction project status and inspections.
  • Ability to make well-reasoned and timely decisions based on careful, objective review and informed analysis of available considerations and factors.
  • Ability to identify existing and potential problems/issues. Obtains relevant information about the problem/issue, including recognizing whether or not more information is needed.
  • Ability to work after hours and on the weekend.

Education, Experience, and Certifications:
ROW Technician
  • High School Diploma or G.E.D., and two (2) years customer service experience; or equivalent combination of education and experience.
  • Permit and plan review experience preferred.
  • Must pass a pre-employment drug screen, criminal background check and MVR check.
  • May be required to possess a valid State of Texas Driver's License.

Sr ROW Technician
  • Associate’s degree in related field., and three (3) years permit or plan review experience; or equivalent combination of education and experience.
  • IMSA Work Zone Safety or ability to obtain within 6 months of date of hire (UTA course certification will be considered).
  • Preference given to individuals with traffic control experience.
  • Must pass a pre-employment drug screen, criminal background check, MVR check and physical agility exam.
  • Must possess valid State of Texas Driver’s License.
