Summary

King County is launching an ambitious effort to ensure government delivers high-quality, efficient and equitable services through the King County Delivers plan. To support this work, we are seeking a strategic, collaborative and detail oriented Strategic Performance Analyst.

Strategic Performance Analysts in the King County Performance and Innovation Office have a unique role supporting agencies, advising decision-makers, and working with departments to continuously improve program performance. Analysts will work closely with agencies to build and maintain systems to report on performance to the public and to report on internal operational metrics to County leadership. This performance work will emphasize working and interacting with frontline staff and community members to develop improvements.

Job Duties

Key Responsibilities

  • Evaluate and assess the efficacy of programs across the County to support strong, efficient, and outcome driven service delivery to County residents.
  • Work collaboratively with leaders across departments to strategically evaluate programs and identify opportunities for continuous improvement.
  • Develop public performance dashboards that provide transparency for County residents in key priority areas, are easy to navigate, and are consistent across the government.
  • Manage projects with departments to improve service delivery, address operational issues, improve alignment with priorities, and reduce costs.
  • Work with senior leaders to improve management systems, including developing strategies for how the County should plan to accomplish programmatic and policy goals.
  • Brief team members on key decisions and performance issues.
  • Craft communication and briefing materials suitable for a variety of audiences including elected officials and external partners.
  • Collaborate closely with colleagues in the Executive Department on policy and budget issues aligned to assignments.
  • Represent the King County Performance and Accountability Office in community meetings and meetings with County partners.
  • Develop partnerships in the community which can inform recommendations to improve performance area. This work will also come from the direction of the Community Service & Response team in the Executive’s Office.
  • Advance equity through intentional processes improvements, ensuring that County processes are consistent, fair, and aligned with Equity and Social Justice principle

  • A focus on being out in the region to connect and build relationships with those we serve and with whom we partner. In the office a minimum of 3 days a week. Meetings may not have a call-in option for in-person days, and the expectation is to be in the office.

  • Bring an urgency to the work. We will start fast. The work will be intense, challenging, and incredibly rewarding.

Experience, Qualifications, Knowledge, Skills

Ideal Candidate

We are seeking an analyst who can align program evaluation with policy priorities and communicate performance and evaluation issues to a broad audience. The ideal candidate will have:

  • Strong analytical skills.
  • Comfort, skill, and experience managing complex projects.
  • Demonstrated ability to manage shifting priorities and collaborate cross-functionally.
  • Strength with clarifying and communicating complex issues.
  • Ability to innovate, embrace data, and solve problems.
  • Excellent organizational, project management, change management and analytical skills.
  • Flexibility and the ability to adapt to new situations
  • Ability to build and maintain strong relationships, manage conflicting perspectives, and engage with internal and external partners collaboratively.
  • Deep commitment to equity, both in internal operations and in service delivery.
  • Five years minimum of employment in a related field; In addition to work experience, may have a Master's degree in a related field or any combination of education and experience that clearly demonstrates the ability to perform the duties of the position.
