GENERAL DESRIPTION

This position is responsible for administrative and supervisory work in the direction of the Utilities Section of the Operations Division of the Department of Public Works. This position provides supervision to Section Manager, Crew Leader, Maintenance Worker I, Maintenance Worker II, and Seasonal Laborer employees.

Work involves taking responsibility for planning, organizing, directing, and reviewing the work of the Water, Sanitary Sewer, and Drainage Section staff. Work extends to the development of budget requests, the administration of appropriate funds, and recommendation of policies and procedures related to the work of the Utilities Section. Supervision is exercised, directly and indirectly through subordinate section heads, over a staff of certified water and wastewater collections system operators and maintenance personnel. Work is performed with considerable independence in the day-to-day management of the Utilities Division subject to consultation and review by the Deputy Director of Public Works, Village Engineer, and the Director of Public Works in the determination of long-range plans, policies, and budgetary preparation. Work is performed. ESSENTIAL DUTIES

  • Plans, directs, and coordinates the various programs and activities of the sections; reviews and discusses work progress and scheduling with section Managers and makes adjustments as needed; reviews construction inspections, maintenance, and repair projects periodically to ensure proper progress and work standards; investigates and attempts to resolve public requests for service or complaints related to the work of the Section.
  • Implements and evaluates programs making recommendations for revisions to the Deputy Director of Public Works as needed; outlines Section goals and objectives and through departmental processes such as the annual budget program development process, recommends standards, rules, and regulations for the various programs.
  • Supervises and participates in the in-service training of section personnel; evaluates subordinates for merit pay purposes and recommends promotions, terminations, and disciplinary actions in accordance with Village standards; conducts initial interview and makes employment recommendations for new personnel; assists in the preparation of the annual budget.
  • Prepares specifications for supplies, materials, and equipment; prepares reports and recommendations relative to division operations; attends Village Board meetings when agenda items relate to the programs and activities of the Section as needed.
  • Prepares or supervises the preparation and maintenance of required records and reports.
  • Supports regulatory compliance with EPA, IEPA, MWRD, LCPW, IDPH, and other agencies.
  • Prepares and manages maintenance contracts for work related to public works operations.
  • All other duties as assigned. EDUCATION & EXPERIENCE
  • Bachelor’s degree in business administration, public administration, or related field required master’s degree preferred.
  • Minimum of five (5) years of public works experience in water/sewer operations, including at least two (2) years in a supervisory or lead role.
  • Illinois Class C (or higher) Water Operator License.
  • Illinois Collections System Wastewater Treatment Operators License. Or the ability to obtain one in a timely matter.
  • Possession of valid Class "B" Illinois Commercial Driver's License (CDL) with Air Brake and Tanker endorsements.
  • Experience with regulatory compliance, budgeting, and contractor oversight.

Knowledge, Skills, & Abilities

  • Thorough knowledge of the principles, practices, materials, and equipment used in the construction, maintenance, and repair of water, sewer, drainage systems, water production systems and in the maintenance and repair of related buildings and building systems and equipment.
  • Thorough knowledge of the occupational hazards and safety precautions of the work.
  • Considerable knowledge of the principles and practices of public works administration.
  • Ability to plan, organize, and direct the work of the Utilities Section.
  • Ability to supervise and review the work of subordinates.
  • Ability to read and interpret construction blueprints, maps, and specifications.
  • Ability to communicate effectively, orally and in writing.
  • Ability to maintain records and prepare reports.
  • Ability to establish and maintain effective working relationships with others.
  • Reviews and approves all accident investigation reports.

Duties are primarily performed in an office environment with occasional field work where employees are exposed to heavy construction equipment, traffic, noise, and varying weather conditions. SUPPLEMENTAL INFORMATION

The salary range for this position is $108,902.56-$162,300.32, starting salary commensurate with experience, plus an excellent benefits package and participation in the Illinois Municipal Retirement Fund.
