Surfacing Divisional Manager-Road Construction is must

Main Responsibilities

Sales

1. Responsible for enlarging the company’s market share and overall revenue of the asphalt & surfacing division.

2. Represent the company at meetings with clients and consultants when required.

3. Carry out contract reviews and approve written quotations for all & Surfacing jobs related to all governmental departments, as well as individuals / private organizations.

Tendering & Estimations

1. Monitors the tendering and estimation process.

2. Ensures that all project costs are covered in the Bill of Quantities.

3. Ensures that the cost assumptions in the tenders are realistic and achievable.

Administration

1. Responsible for the management of the Division's overall business.

2. Prepares the annual Budgets for management & compliance with the budget.

3. Appropriately plans for all the divisional and project expenditures.

4. Ensures that the division has the required manpower with the proper skill sets and technical abilities to administer responsibilities.

5. Responsible for employee awareness concerning quality procedures.

6. Performance appraisal of employees periodically and take action accordingly.

7. Review and sign requisitions for spare parts and raw materials when required.

8. The DM is responsible for providing staff requests/requirements to the HR department, along with a job description and relevant experience, where the HR department will supply the CVS and the DM will approve based on the provided CVs.

9. Coordinating and cooperating with other divisions of the company in matters of mutual official interests.

10. To ensure the timely preparation of Bill of Quantities and manual invoices for each job, for the accounts department to make official invoices for submission to the concerned parties.

11. To make effective arrangements for the maintenance of proper records, files, etc.

Billing

1. Monitors the valuation and billing cycle, ensuring that all billing complies with company policy.

2. Monitors the Work-in-Progress (WIP) account of the division and ensures that the WIP balance is as per company policy.

3. Monitors Cash Flows & Profitability monthly.

4. The division manager must monitor the team to ensure that payment is collected as per the agreed payment terms.

5. Responsible for the maintenance of the operational cash flows of the division.

6. Monitors the profitability of all projects.

7. Ensures that project costs are recovered and controlled.

Compliance

1. Ensuring observance of high safety & security standards in the asphalt factory and sites.

2. The employee shall be responsible for following procedures about ISO certification and ensuring an effective implementation and maintenance of the quality systems, health, safety, and environmental systems.

3. Compliance with any relevant specifications, mix-design, quality control, laboratory techniques, transportation and delivery, site visits, forecast of raw material requirements, for asphalt production, and spare parts of the plant.

4. To ensure that all the infrastructure and Asphalt works comply with the Ministry’s Standards.

5. To maintain the sound reputation of the organization in the market as one of the leading asphalt companies in Bahrain.

6. Attend the training requirements of the division.

7. Any other functions as decided/communicated by the CEO.
