This Opportunity:

Palladium is currently seeking a US based Technical Advisor (TA), Partnerships to support implementation of the Translating Data for Implementation (Data.FI), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the State Department.

Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of epidemiologic and program data to inform management responses to gaps in programming and sustain impact by supporting local partner transition.

The TA, Partnerships focuses on developing strategic partnerships with government agencies, donors, private sector, and NGOs to advance digital health solutions and technology adoption. The position serves as the primary liaison for external partners, ensuring effective stakeholder engagement, regular communication, and alignment of project objectives. Responsibilities include monitoring partnership outcomes, facilitating innovation through co-creation and integration of digital tools, and leveraging expertise in health informatics and information systems to support donor-funded initiatives. The ideal candidate brings experience in partnership management, health information exchange architecture, and multi-source data integration within the digital health sector.

This is a project role with duration until March 31, 2026, with possibility of extension.

Location and Compensation:

The position is based in Palladium’s Arlington, VA office within our Americas region.

Palladium supports a hybrid working model with 3 days in office, 2 days from home.

For our prospective employees in the United States, please note that the full-time equivalent annual base salary for this position is expected to range from $110,000 to $120,000 and successful candidates may also be eligible for additional, variable incentive compensation dependent on the role. For part-time employees, the salary will be prorated based on the actual number of hours worked.

Please be advised that a final salary offer will be based on various factors, including but not limited to your qualifications, education, experience, skills, seniority, performance, and Palladium’s business or organizational needs.

Reporting Lines:

The Technical Advisor, Partnerships will report directly to the Project Director, Data.FI

Primary Roles and Responsibilities:


  • Strategic Partnership Development- Identify and engage potential partners (government agencies, donors, private sector, NGOs) aligned with project objectives to develop partnership strategies to expand digital health solutions and technology adoption
  • Stakeholder Relationship Management- Serve as the primary liaison between the project and external partners. Organize regular partner meetings, briefings, and joint planning sessions. Ensure timely communication and alignment of expectations across stakeholders
  • Monitoring and Reporting- Maintain a partnership dashboard to track engagement and deliverables. Prepare periodic reports on partnership outcomes and lessons learned
  • Innovation and Technology Alignment- Identify opportunities for co-creation of digital tools with partners. Facilitate integration of partner technologies into project workflows. Monitor emerging tech trends relevant to health systems strengthening
  • Complete other duties as assigned

Essential Criteria:


  • Master’s degree and 10+ years of relevant work experience
  • Previous experience managing projects or activities that required high quality organizational, financial, or managerial skills
  • Experience initiating and maintaining partnerships in health informatics and digital sectors
  • Comprehensive understanding of how information systems fit within Health Information Exchange architecture and can leverage data from open-source global good digital health software products
  • Experience developing information systems that integrate data from multiple data sources, along with the effective engagement of government ministries (or other relevant clients) responsible for the different data sources
  • Experience supporting work implementing USG or other donor funded projects
