Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Serve as a Technical Writer II for the Global Communications (GC) Division, supporting the DOE/NNSA Emergency Communications Network (ECN) located at the Remote Sensing Laboratory, Nellis Air Force Base (RSL-N) in Nevada. Supports the division as a member of the Program Support Team with document development, document control, and records management duties for programs and operations.

Key Responsibilities

  • Develops, writes, and edits policies, plans, procedures, manuals, technical reports, project correspondence, committee charters, briefing packages, brochures, news articles, information releases to the public, presentations, and other technical and administrative publications according to established format and quality standards.
  • Assists with the maintenance of a robust, reliable documentation library to support decision making, cybersecurity compliance, risk management, and effective information exchange.
  • Develops, maintains, and executes records management processes and procedures.
  • Organizes assigned document development projects, collects project-related information and data from interviews with subject matter experts, and does literature research to support the project.
  • Designs and prepares illustrations, charts, and diagrams for use in documents.
  • Prepares technical information products for DOE/NNSA approval to publish, assists authors in meeting publication requirements, and coordinates technical information product duplication and distribution.
  • Supports senior GC and ECN Program personnel during drills, exercises, and real-life CONUS/OCONUS missions.
  • Participates in the Deployment Authorization Program (DAP) for emergency response and temporary duty location (TDY) for non-emergency response travel.
  • Participates in training activities and exercises as required.
  • May serve as an emergency responder as job dictates.
  • Perform other duties assigned by Management.

  • Bachelor’s degree in related field and at least 2 years’ of professional level experience or equivalent training and experience.
  • Able to utilize independent judgment, creativity, initiative, and ability to apply knowledge and experience to resolve problems and compose technical correspondence and reports.
  • Able to prioritize and schedule multiple activities in the most efficient manner and meet required deadlines.
  • Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.
  • Able to communicate with all types of people in a tactful, professional, and effective manner while maintaining confidentiality.
  • Knowledge of Microsoft products.
  • Knowledge of basic math, grammar, spelling, and punctuation.
  • Excellent oral and written communication skills.
  • May travel as required.
  • Candidate must be a team player with good customer service skills and the ability to work flexible hours when required.
  • Primary work location will be the Remote Sensing Laboratory, Nellis Air Force Base (RSL-N) in Nevada.
  • Work schedule for this position will either be 4/10s, 9/80, or 5/8s (per management discretion). Must be willing to perform on-call duty and ensure availability to work non-standard hours.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $63,856.00 - $95,784.00.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
