TORs; Consulting Firm – Scoping Assessment, MSNA & Proposal Development (ECHO HIP 2025)

Overview

CARE Pakistan seeks a qualified consulting firm to conduct a scoping assessment, multi-sector needs assessment (MSNA), and develop an evidence-based ECHO HIP 2025 proposal focused on Afghan refugees and host communities.

Key Responsibilities

• Stakeholder and donor mapping

• Recommend four priority districts

• Conduct MSNA across key humanitarian sectors

• Develop the full ECHO HIP proposal package (narrative, logframe, MEAL, risks, budget justification)

Required Expertise

• Experience in multi-sector assessments and ECHO/EU proposal development

• Team must include: Team Leader, Sector Specialists, Data Analyst/M&E Specialist, Field Team, Proposal Writer

Submission Requirements

• Technical Proposal: methodology, work plan, team structure, past experience, sample MSNA report, CVs

• Financial Proposal: budget in PKR (PDF, password protected)

• Shortlisted firms will be contacted to provide the password after technical evaluation.
