Nature of Work

The Transportation Realty Agent will report to the District Right of Way Office. Performs full-performance level professional work in negotiations generally involving the acquisition of complete properties and non-complex partial takings; real property appraisals; property management; relocation activities; negotiating for relocation of facilities owned by private or public utilities; or making required right-of-way field reviews and estimates. Serves as a negotiator in a district, a negotiator on utility relocations, and/or a relocation or property management specialist. Performs related work as required.

Typical Duties and Responsibilities

  • Performs all functions on projects, such as negotiations, relocation assistance, public auction, courthouse research, and property management.
  • Negotiates through personal contacts with the owners or their agents the purchase of real property for right-of-way purposes.
  • Gathers preliminary title data through personal contacts with occupants of real property to be acquired on future highway projects.
  • Assists occupants of real property acquired for highway purposes in finding adequate replacement property.
  • Prepares cost estimates for relocations and provides for their reimbursement.
  • Researches real property data in county courthouses.
  • Conducts public auctions of buildings acquired in connection with right-of-way purchase.
  • Maintains contacts between the central office and district offices.
  • Assesses real property to determine value.
  • May be required to testify in court or at hearings to provide right-of-way and/or appraisal expertise.
  • Travel may be required; therefore, a valid driver’s license is required.

Skills and Knowledge

  • Knowledge of real property appraisal, real property rights acquisition, relocation assistance, property management, and right-of-way engineering and surveying theories and techniques.
  • Knowledge of State and Federal laws, rules, and regulations as applied to real estate/right-of-way activities of the Department of Transportation.
  • Knowledge of professional negotiation procedures and techniques.
  • Knowledge of property values, real estate financing, property management principles, and salvage methods.
  • Ability to research courthouse records.
  • Ability to negotiate with property owners.
  • Ability to handle all property management and/or relocation work in a high-volume district.
  • Ability to compile, document, and present facts, and use judgment in their interpretation.
  • Ability to communicate effectively, both orally and in writing.

Minimum Requirements

REQUIRED TRAINING/EDUCATION

  • Bachelor’s degree from a regionally accredited college or university.
  • Substitution: Experience as described below may be substituted for the required training/education through an established formula.

REQUIRED EXPERIENCE

  • Two (2) years of full-time or equivalent part-time paid experience in appraisal or appraisal review, negotiations, real estate management or real estate sales, relocation, other right-of-way experience, construction, surveying, or related business operations.
  • Substitution: Successful completion of graduate coursework from a regionally accredited college or university may substitute for up to two (2) years of the required experience through an established formula.


  • Promotion Only: One (1) year of experience as a Transportation Realty Agent Trainee.
