Frazer, a leading builder of emergency medical vehicles, is currently seeking a Vice President of Human Resources to join our team. The Vice President of Human Resources at Frazer reports to the President, and is responsible for designing and executing a multi-year People Strategy that enables Frazer to double in size while improving safety, quality, delivery, and cost across two Houston-area manufacturing sites.


What Does a Week in the Life of the Vice President of Human Resources Look Like?

  • Build and execute a 5-year workforce plan by site, shift, and skill level aligned to demand and productivity targets.

  • Design a scalable HR operating model that supports round-the-clock operations and future growth.

  • Implement AI and analytics strategies to optimize workforce planning and HR functions.

  • Own the full-funnel recruiting strategy across all functions, including technical, professional, and leadership roles.

  • Develop apprenticeship, community, and military pipeline programs and strengthen Frazer’s employer brand.

  • Define and implement a Supervisor Academy and leadership development programs.

  • Establish succession planning and development plans for high-potential employees.

  • Develop a compensation philosophy, market-priced pay architecture, and performance-based incentive programs.

  • Partner with Finance on annual merit and market cycles to ensure fair and transparent total rewards.

  • Lead culture and engagement initiatives by embedding Frazer’s Core Values in all people programs.

  • Strengthen internal communications through digital channels, stand-ups, and two-way feedback mechanisms.

  • Maintain a positive employee relations environment with consistent practices, coaching, and fair investigations.

  • Partner with HSSE to reinforce Frazer’s “Safe by Choice, Not by Chance” culture and ensure compliance with all HR-related regulations.

  • Own HR technology roadmap and publish SLT dashboards on key workforce metrics.



Required Education and Experience

  • Minimum 10 years of experience in Human Resources, including at least 3 years in an HR Manager or higher leadership role

  • Proven experience improving employee engagement and morale

  • Strong understanding of local, state, and federal employment laws

  • Exceptional problem-solving and critical-thinking skills

  • Strong attention to detail and organizational ability

  • Demonstrated success influencing and leading through others in a growing organization



Preferred Education and Experience

  • PHR, SPHR, or SHRM Certification preferred

Work Schedule
This role is based in the Houston Metroplex, with regular presence across Frazer’s two manufacturing sites. The typical schedule is Monday – Thursday 7:00 AM – 4:30 PM and Friday 7:00 AM – 11:00 AM, with occasional evening or weekend work as needed.
