Purpose of Classification:
The purpose of this classification is to perform specialized work in the administration and coordination of employee
leave programs and workers’ compensation claims. This position assists in the administration of the County’s FMLA,
ADA accommodations, short/long-term disability, extended leave, and workers’ compensation programs while
serving as a liaison among employees, departments, third-party administrators, healthcare providers, and legal
representatives under the oversight of HR Leadership. Work includes compliance tracking, documentation,
communication, training, reporting, and supporting overall HR operations.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude
them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties
may be required and assigned.
Administers the County’s workers’ compensation program from initial incident reporting through claim closure.
Serves as the primary liaison between the County, employees, supervisors, Risk Management, insurance adjusters,
medical providers, and third-party administrators.
Receives, reviews, and verifies accuracy of First Report of Injury (FROI) documentation, supervisor statements,
witness reports, and medical notes.
Files claims with the third-party administrator (TPA) within required timelines and ensures all supporting
documentation is included.
Coordinates medical exams, functional capacity evaluations (FCEs), and follow-up assessments as needed.
Tracks claim status, medical treatment, work restrictions, and return-to-duty progress.
Coordinates modified duty, transitional duty, and return-to-work readiness, maintaining consistent follow-up with
employees, supervisors, and the TPA.
Assists in conducting incident follow-ups and identifying potential safety improvements.

Ensures the County’s workers’ compensation panel of physicians is accurate, up-to-date, and posted in compliance
with Georgia Workers’ Compensation laws.
Administers employee leave programs, including FMLA, military leave, short-term disability, long-term disability, ADA
accommodations, and unpaid/extended leave.
Receives, reviews, and evaluates leave forms, requests, and documentation; verifies accuracy and completeness and
eligibility.
Determines FMLA eligibility and issues all required notices in accordance with federal timelines.
Tracks leave balances, to include intermittent leave usage.
Maintains accurate and confidential leave records; updates HRIS and tracking systems in real time.
Communicates with employees, supervisors, and healthcare providers regarding leave status, restrictions, and
return-to-work documentation.
Coordinates ADA accommodation requests, gathers documentation, and facilitates the interactive process with HR
leadership.
Works closely with third-party administrators for worker’s compensation and leave claims; verifies payroll deductions
and benefit impacts.
Prepares monthly and annual worker’s compensation and leave reports, trend analyses, and compliance audits.
Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet,
database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as
necessary to complete essential functions.
Additional Functions:
Performs other related duties as required.
Minimum Qualifications:
Bachelor’s Degree in Human Resources or a related field required; supplemented by one year of experience in area
of assignment; or any equivalent combination of education, training, and experience which provides the requisite
knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential
functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary
to function effectively in the position.

ADA Compliance:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve
some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve
extended periods of time at a keyboard or workstation.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds,
and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental
conditions.
