HRPSP is hiring on behalf of one of our esteemed clients for a 2-month consultancy assignment focused on economic upliftment through targeted skills development in Khyber Pakhtunkhwa.
We are seeking a qualified and experienced Need Assessment and Data Analysis Expert to conduct a comprehensive Training Needs Analysis (TNA) for returnee migrants (age 18–45) and marginalized groups in KP.
Key Objectives:
- Identify high-potential economic sectors and trades in KP.
- Map active businesses and assess demand for skilled labor.
- Shortlist private sector organizations for potential job placements.
- Analyze skill gaps and recommend demand-driven training programs.
- Propose strategies for inclusion of women and marginalized groups.
- Develop actionable strategies for mobilization, implementation, and partnerships.
Scope of Work Includes:
- Sectoral Analysis – Identify growth sectors and relevant trades for training design.
- Business Mapping – Profile at least 5 businesses per sector to understand employment potential.
- Placement Opportunities – Identify at least 6 private organizations for placements and internships.
- Marginalized Inclusion – Analyze gender-related entry barriers and recommend inclusive strategies.
- Skills Gap Analysis – Cross-match current skills with market needs, particularly for women.
- Comprehensive Reporting – Prepare detailed reports with findings, recommendations, and risk mitigation plans.
- Data Collection & Analysis – Develop tools (surveys, interviews, FGDs), gather data, and analyze to guide program design.
- Mobilization Strategy – Share list of organizations and methods for identifying returnee migrants.

Eligibility Criteria:
- Proven track record in needs assessment, labor market studies, or skills gap analysis
- Strong data collection and analysis skills
- Experience working with returnee migrants or marginalized communities is a plus
- Understanding of socio-economic dynamics of KP
Must ensure inclusion of females and returnees in the study sample
