
The Operational Resource Manager plays a pivotal role in leading and optimizing all facets of mobilization operation. This includes enhancing bookings, managing budgets, negotiating agreements, and implementing software solutions for efficiency. The role ensures compliance with visa requirements, monitors mobilization restrictions, and maintains cost-effective mobilization practices. In summary, the Operational Resource Manager plays a key role in streamlining and cost-conscious global mobilization logistics. Oversees invoicing, ensuring strict budget adherence for mobilization and accommodation. Strategic Integration Management:
- Lead and oversee the strategic integration of accommodations, flights, and transportation across various departments within NMES.
- Develop and implement integration strategies that align with the organization's objectives and ensure efficient coordination of resources.
- Collaborate closely with the Planning Manager to ensure mobilization plans are in sync with actual requirements for both outage and non-outage scenarios, fostering seamless operations.
Vendor Relationship Management:
- Utilize strong negotiation skills to secure favourable rates for flights, car rentals, and hotel accommodations, while also effectively managing vendor contracts.
- Establish and maintain robust vendor partnerships, ensuring a smooth mobilization process and operational excellence aligned with NMES objectives.
- Continuously assess vendor performance and drive improvements where necessary to enhance cost-effectiveness and service quality.
Comprehensive Cost Tracking and Financial Oversight:
- Develop and maintain an integrated dashboard for comprehensive cost tracking, covering flights, hotels, and transportation for both Mobilization and corporate needs.
- Implement advanced software solutions like Monday.com and IFS, ensuring seamless integration with planning activities and effective cost management.
- Review and authorize all invoices related to flights, hotels, and transportation prior to payment processing, ensuring strict budget adherence.
Regulatory Compliance and Procedure Communication:
- Stay updated with evolving regulations, visa requirements, and vaccine mandates in accordance with diverse country regulations.
- Communicate and enforce internal mobilization and logistics procedures, keeping employees informed of changes impacting travel logistics coordinated through the Planning team.
- Ensure strict compliance with company policies and regulatory requirements related to mobilization expenditures, conducting regular audits to prevent fraud and misuse.
Efficient Budget Management:
- Develop and enforce a comprehensive mobilization budget policy aligned with corporate guidelines, managing and monitoring departmental and project-specific budgets.
- Manage and track allocated mobilization budgets of various departments and projects.
- Implement a system for tracking and reporting mobilization expenses to ensure compliance with budget limitations.
- Analyse expenditure data to identify trends, potential cost savings, and areas for policy enhancement.
- Provide regular reports on budget performance to senior executives, along with improvement initiatives.
- Provide accurate forecasting for department expenditures and generate detailed financial reports for senior management and other NMES functions as required.
Team Leadership and Change Management:
- Manage a team of professionals responsible for mobilization, travel, and budgeting.
- Provide leadership, mentorship, and guidance to ensure the team's success.
- Facilitate training and development opportunities to enable team members to adapt to changes effectively and excel in their roles.
- Foster a culture of continuous improvement and innovation within the team.
Strategic Liaison and Expansion:
- Act as the primary liaison between NMES and local governmental, private, and institutional stakeholders in the identification, development, and subsequent management of new operational hubs, workshops, warehouse facilities, and their local mobilization support framework.
- Ensure compliance with local legislation, corporate standards, and alignment with ACWA Power’s strategy and policy in all expansion efforts.
Travel Management:
- Develop and enforce travel policies and procedures to optimize efficiency and cost-effectiveness in managing travel arrangements.
- Collaborate with the Travel Desk team to ensure compliance with the latest flight-related policies and corporate standards.
- Oversee the creation and maintenance of a Flight Request Dashboard to streamline travel request processing.
- Provide guidance and support to the team in handling complex travel logistics and inquiries.
- Ensure that all travel-related activities are aligned with budgetary constraints and financial oversight.
Education
- Bachelor’s degree or equivalent.
Experience
- 10 to 12 years of experience in roles related to mobilization management, finance, or budgeting.
- Proven experience in international business, deep understanding of mobilization management regulations, negotiating contracts with vendors, and proficiency in relevant software and tools.
- Relevant experience to demonstrate a strong understanding of travel management, budgeting, and related responsibilities.
