 We are seeking an experienced
 
 Operations Manager
 
 to lead the operations function for a large-scale
 
 Combined Cycle Gas Turbine (CCGT) power project
 
 in Rabigh. This role is critical to ensuring safe, efficient, and reliable operations, with accountability for meeting production targets and driving operational excellence across the plant.
 
 
 
 
 
 
 What you&rsquo;ll do:
 
 
 <ul>
 <li>
 Lead the operations department, managing plant operations and laboratory activities in line with contractual requirements, HSE standards, and production targets.
 </li>
 <li>
 Oversee the development and execution of operational strategies, aligning with the overall plant strategy while ensuring integration with other functions.
 </li>
 <li>
 Manage and monitor departmental budgets, ensuring performance is tracked, gaps are addressed, and improvements identified.
 </li>
 <li>
 Direct daily plant operations, ensuring efficiency, reliability, and adherence to international safety and quality standards.
 </li>
 <li>
 Collaborate with maintenance teams to support outage planning, preventative and corrective maintenance, and safe execution of shutdowns/restarts.
 </li>
 <li>
 Ensure compliance with all HSSE policies, procedures, and emergency protocols, leading operational safety programs and incident response.
 </li>
 <li>
 Oversee laboratory functions, production parameters, and testing to ensure optimal plant chemistry and performance.
 </li>
 <li>
 Manage operational contracts, inventory, and consumables to ensure cost-effective service delivery and operational readiness.
 </li>
 <li>
 Drive continuous improvement initiatives, policy implementation, and alignment with Integrated Management Systems (IMS).
 </li>
 <li>
 Mentor, coach, and develop the operations team, building a high-performing workforce.
 </li>
 </ul>
 
 
 
 
 
 What we&rsquo;re looking for:
 
 
 <ul>
 <li>
 Bachelor&rsquo;s degree in Engineering.
 </li>
 <li>
 12&ndash;15 years of progressive experience in power generation, with a strong track record in
 
 CCGT operations and leadership roles
 
 .
 </li>
 <li>
 Proven knowledge of power plant operations, with emphasis on CCGT technology, performance optimization, and reliability.
 </li>
 <li>
 Strong leadership, team management, and communication skills with ability to influence and motivate large teams.
 </li>
 <li>
 Demonstrated expertise in plant operations, safety compliance, and handling emergency situations.
 </li>
 <li>
 Familiarity with PPP frameworks, contractual obligations, and stakeholder management in large-scale projects.
 </li>

 What we need?
 
 
 
 
 
 
 HSSE Engineer
 
 will lead, manage, monitor and report on the HSSE performance of a Plant to ensure that harm is prevented and the requisite HSSE management systems are implemented, monitored, and enforced to deliver compliance with HSSE legal requirements, Group standards and contractual obligations by all plant employees and contractors.
 
 
 
 
 
 
 Technical Guidance and Services
 
 
 <ul>
 <li>
 Lead the provision of technical and HSSE management support and leadership to the Plant and all its employees, to ensure effective execution of activities.
 </li>
 <li>
 Lead the risk assessments and task reviews of key activities in the Plant, to identify and prevent probable HSSE hazards leading to significant losses
 </li>
 <li>
 Report HSE Metrics / indicators and performance to HSE Country and Regional Manager in a timely and efficient manner.
 </li>
 <li>
 Conduct regular meetings with the HSSE Personnel at the Regional / Corporate Level and prepare reports on the HSSE management and performance of the plant, in order to prioritize actions and escalate HSSE issues for timely resolution.
 </li>
 <li>
 Guide the development and implementation of HSSE campaigns on the site, to ensure proper HSSE Culture is disseminated to all employees and contract staff.
 </li>
 <li>
 Manage the execution of emergency drill scenarios and site emergency mock drills, in order to ensure readiness in case of an emergency, whilst proposing recommendations for continuous improvement.
 </li>
 <li>
 Ensure immediate reporting and responding to HSSE incidents using the established emergency communication channels and protocols, to minimize damages as much as possible.
 </li>
 <li>
 Lead investigations of reportable HSSE incidents, to contribute to the identification of root causes and provide recommendations for corrective and preventive actions.
 </li>
 <li>
 Implement and enforce security strategies for the Plant&rsquo;s / office facilities including access and exit control and monitoring, vehicle and personnel checks, security patrols and the preparation of all related reports ensuring overall protection of all company property, plant and personnel against threat, theft or any other act that is contrary to the laws of the state/ or company rules
 </li>
 </ul>
 
 
 
 
 
 HSSE Management Systems
 
 
 <ul>
 <li>
 Develop, implement, and maintain the Plant&rsquo;s HSSE management system, including emergency preparedness and management, to ensure conformity to NOMAC standards and compliance with HSSE legal requirements and contractual obligations.
 </li>
 </ul>
 
 
 
 
 
 HSSE Management, Monitoring &amp; Reporting
 
 
 <ul>
 <li>
 Conduct regular site visits, and inspections, monitoring site HSSE management and performance to ensure effective implementation and maintenance of the HSSE Management Plan/System in the plant
 </li>
 </ul>
 
 
 
 
 
 Maintenance Management
 
 
 <ul>
 <li>
 Lead the effective implementation of approved plans in liaison with the discipline engineers and operations team across all the assets and equipment within set timelines and budget to facilitate uninterrupted operations.
 </li>
 <li>
 Oversee the equipment risk assessment process in order to facilitate proactive identification of anomalies and ensure optimum risk mitigation in accordance with best practices.
 </li>
 <li>
 Manage the timely response to all emergency breakdowns and provide prompt corrective action to ensure plant availability, thereby minimizing downtime and possibility of liquidity damages.
 </li>
 <li>
 Oversee the maintenance documentation process in SAP ensuring it is completed correctly including filling in the log, outlining the fault, method of repair and the time, labour and materials used to support timely availability of information.
 </li>
 <li>
 Review the daily maintenance / condition monitoring reports and submit periodic reports to the management, keeping them informed of all technical problems, if any, as well as recent changes or modifications on existing work plant or schedule.
 </li>
 <li>
 Lead the Maintenance management meetings so that the entire team is clear on the standards required and the maintenance programs that are underway.
 </li>
 <li>
 In the Project Phase: Coordinate with the EPC representatives on site to understand the critical equipment installation etc., and undertake the Commissioning Monitoring, Acceptance Test Campaign and &ldquo;As-build&rdquo; documentation activities, to ensure required transfer of knowledge.
 </li>

 Manage self and team in line with NOMAC&rsquo;s people management policies, procedures, processes and practices to ensure adherence and to maximize own and employee contribution to business performance.

 Organize and supervise the activities and work of subordinates to ensure that all work within a specific area of the activity is carried out in an efficient manner which is consistent with operating procedures and policy.

 Maintain positive working relationships with regulators and emergency services, contractors etc., to ensure mutual support and adherence to HSSE compliance requirements

 Who will fit
 
 
 
 :

 A Bachelor degree holder in Engineering.
 </li>
 <li>
 Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.)
 </li>
 <li>
 Professional membership or association with an international HSSE Institution (OSHA, IOSH, IEMA etc.)
 </li>
 <li>
 3-5 years&rsquo; experience in HSSE in the Utilities / Energy sector
 </li>
