Job Purpose

  • Strategic leader and director for the provision of all professional training services for RSFR civil defense services including FRS staff, hotel and construction fire first responder staff and volunteer firefighters in all aspects of emergency response. Strategic leader and director of Prevent element of RSG strategy.
  • Oversea the establishment and operation of RSFR with the goal of providing a high standard of civil defense capabilities across all RSG assets.

Job Responsibilities


Strategic Contribution

  • Assist with the preparation and implementation of the RSFR Strategy to support the execution of the strategic agenda of the Health, and Safety department to deliver RSFR vision and mission.
  • Ensure that the RSFR strategy is translated into operational business plans for the Health and Safety function and monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy.
  • Develop and maintain a strategic relationship with National and local Civil Defense Service managers and with other private Fire & Rescue Services to progress the interests of life and fire safety on behalf of RSFR with a focus on training provision
  • Lead the development of training opportunities to support Saudization in line with the 2030 vision
  • Lead the Prevent element of RSFR strategy.


Leadership

  • Lead on the development, design, delivery and operation of the RSFR Training Academy
  • Coordinate the activities of the RSFR Training team to ensure that all work is carried out efficiently, in line with the strategic project management plans, policies and procedures.
  • Manage the RSFR Training team by setting priorities and objectives, managing performance, and providing ongoing feedback and coaching to meet the functional challenges and goals.
  • Serve as a role model to ensure employees’ awareness and commitment to RSG vision, mission, values, fundamentals and corporate strategy to establish a highly engaged and motivated human resources, and continuously improve performance.
  • Lead RSFR operational response to emergency incidents operating at Gold level to resolve operational incidents, preserve life, protect property, render humanitarian services and reduce reputational risk .


Budget

  • Contribute to the preparation of the functional budget and monitor financial performance versus the budget so that the Director of Civil Defense Services is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.


Health and Safety

  • Oversee the development, implementation, maintenance, and continual improvement of RSFR Operational Training
  • Develop, review and implement service delivery and operational response policies and procedures in accordance with local and international requirements.
  • Develop and implement standard operating procedures in light of the operational and training assurance process.,
  • Supervise and participate in the development and administration of the Fire Department budget, service agreements, and contract management.
  • Formulate RSFR operational training strategies in liaison with the Civil Defense Service Director, Crisis Management Committee, resilience team, legal departments and external affairs as required.
  • Responsible for providing the professional development and training of RSFR staff, hotel and construction fire first responder staff and volunteer firefighters in all aspects of emergency response and the implementation of organizational cultures and management directions.
  • Provide a RSFR operational response training capability every day of the calendar year
  • Be available for deployment following the RSFR operational rota to provide operational command at Gold or Silver level 24 hours a day, every day of the calendar year.
  • Takes Command, when required, in the event of an emergency incident in order to ensure a safe, effective and controlled response.
  • Technical advisor particularly in the areas of fire studies, fire and safety communication, public warning and hazardous materials management.
  • Evaluates the need for and makes recommendations to the Civil Defense Services Director for the purchase/hire of new equipment, apparatus, additional personnel, and emergency supplies when needed.
  • Organizes Fire strategy meetings and work sessions; prepares and presents reports to RSG


Management

  • Oversees all emergency response operational training for emergency incidents including, but not limited to, disaster relief, fires, explosions and special services (including hazardous materials, high angle, confined space, trench rescue, transportation incidents, building collapse, search and rescue, sub surface rescue, marine incidents, aviation incidents, swift water and environmental protection)
  • Recruit train and direct the activities of volunteer fire fighters in order to ensure that trained fire fighters are available in the event of a fire and emergency response
  • Keep the organization updated with Local and International regulatory updates and assist with compliance to the applicable H&S legislations.
  • Participation in fire incident investigations audits and inspections.
  • Participate in meetings to ensure an active cross functional health and safety committee and meetings.
  • Enforce policies relating to Health and Safety rules and practices in the workplace.
  • Deputize for the Civil Defense Services Director in his absence
  • Performs such other duties as may be assigned.

  • Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
  • Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies and standards.

  • Apply safety, quality and environmental management policies, procedures and controls to ensure employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude.


Continuous Improvement

  • Contribute to the identification of opportunities for continuous improvement of Health and Safety function’s systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.


Job Requirements:


Qualification and Experience:

  • Masters degree in related field or business administration
  • PMP
  • A proven and capable leader, with considerable experience of leading and managing at a strategic level within a fire and rescue service
  • Experience of driving organizational change to deliver continuous improvement
  • An experienced Gold level Incident Commander, capable of successfully commanding and resolving emergency response incidents and representing the fire and rescue service in a multi-agency Gold Command context.
  • Minimum of 20 years of relevant experience in a similar position
  • 3 years of experience in a managerial position in country a benefit but not essential.
