Job Description

Our client, a leading organization in the Oil & Gas sector, is seeking an experienced Competency Framework Specialist to design and implement a comprehensive competency framework tailored to technical and support function roles. The ideal candidate will have a proven track record in competency modeling preferable within the energy, pharmaceutical or manufacturing industry and a deep understanding of workforce development, and performance alignment.


Key Responsibilities:

  • Develop and implement a structured competency framework for technical, functional, and support function roles specific to oil & gas operations.
  • Conduct job profiling and job analysis for upstream, downstream, and support functions.
  • Align the framework with HR systems including performance management, recruitment, L&D, and career progression.
  • Identify skills gaps and competency development needs across operational and engineering roles.
  • Work with subject matter experts and department heads to ensure technical accuracy and role relevance.
  • Develop and deploy tools to assess individual and team competency levels.
  • Support integration of competencies into training plans and succession strategies.
  • Conduct workshops and awareness sessions to promote competency-based practices.


Qualifications & Requirements:

  • Bachelor’s or Master’s degree in Human Resources, Organizational Development, or Engineering.
  • 6–8 years of experience, with at least 3–5 years in the Oil & Gas, pharmaceutical or manufacturing sector.
  • Strong experience in designing competency frameworks and job competency mapping.
  • Familiarity with Avilar Employee Competency Model, or Oil & Gas-specific models.
  • Proficient in using HR systems and digital tools for competency management.
  • Hands-on experience with Analytical tools such Power Bi, Tableau etc.
  • Strong facilitation, communication, and stakeholder engagement skills.


Preferred:

  • Certification in job evaluation, competency modeling (e.g., Korn Ferry, SHL, Hay Group).
  • Exposure to large-scale Oil & Gas operations (E&P, drilling, refining, or oilfield services).
  • Bilingual (English essential; Arabic an asset).
