 Our client, a leading organization in the Oil &amp; Gas sector, is seeking an experienced
 
 Competency Framework Specialist
 
 to design and implement a comprehensive competency framework tailored to technical and support function roles. The ideal candidate will have a proven track record in competency modeling preferable within the energy, pharmaceutical or manufacturing industry and a deep understanding of workforce development, and performance alignment.
 
 
 
 
 
 
 Key Responsibilities:
 
 
 <ul>
 <li>
 Develop and implement a structured competency framework for technical, functional, and support function roles specific to oil &amp; gas operations.
 </li>
 <li>
 Conduct job profiling and job analysis for upstream, downstream, and support functions.
 </li>
 <li>
 Align the framework with HR systems including performance management, recruitment, L&amp;D, and career progression.
 </li>
 <li>
 Identify skills gaps and competency development needs across operational and engineering roles.
 </li>
 <li>
 Work with subject matter experts and department heads to ensure technical accuracy and role relevance.
 </li>
 <li>
 Develop and deploy tools to assess individual and team competency levels.
 </li>
 <li>
 Support integration of competencies into training plans and succession strategies.
 </li>
 <li>
 Conduct workshops and awareness sessions to promote competency-based practices.
 </li>
 </ul>
 
 
 
 
 
 Qualifications &amp; Requirements:
 
 
 <ul>
 <li>
 Bachelor&rsquo;s or Master&rsquo;s degree in Human Resources, Organizational Development, or Engineering.
 </li>
 <li>
 6&ndash;8 years of experience, with at least 3&ndash;5 years in the Oil &amp; Gas, pharmaceutical or manufacturing sector.
 </li>
 <li>
 Strong experience in designing competency frameworks and job competency mapping.
 </li>
 <li>
 Familiarity with Avilar Employee Competency Model, or Oil &amp; Gas-specific models.
 </li>
 <li>
 Proficient in using HR systems and digital tools for competency management.
 </li>
 <li>
 Hands-on experience with Analytical tools such Power Bi, Tableau etc.
 </li>
 <li>
 Strong facilitation, communication, and stakeholder engagement skills.
 </li>
 </ul>
 
 
 
 
 
 Preferred:
 
 
 <ul>
 <li>
 Certification in job evaluation, competency modeling (e.g., Korn Ferry, SHL, Hay Group).
 </li>
 <li>
 Exposure to large-scale Oil &amp; Gas operations (E&amp;P, drilling, refining, or oilfield services).
 </li>
 <li>
 Bilingual (English essential; Arabic an asset).
 </li>
 </ul>
