Job Description
The Role
The Bidding & Tendering Manager is responsible for managing the end-to-end tendering and estimation process for all Facilities Management bids. The role plays a key part in securing contracts by coordinating cross-functional inputs, developing cost-effective solutions, and aligning bids with the company’s operational capabilities and strategic objectives. Tender Management: • Oversee the end-to-end tendering process including RFI, RFQ, and RFP responses for soft and hard FM services. • Analyze tender documents to extract key requirements, deadlines, risks, and deliverables. • Develop and maintain a structured bid plan with clear timelines and responsibilities. • Ensure timely submission of all bids in compliance with client requirements and deadlines. Technical & Commercial Proposal Development: • Coordinate with internal departments to gather required inputs for bids. • Draft technical write-ups and service delivery methodologies tailored to client requirements. • Prepare detailed commercial offers, pricing breakdowns, and value-engineered solutions. Cost Estimation & Pricing: • Develop comprehensive cost estimates for integrated FM services, considering labor, materials, subcontracting, overheads, and margins. • Benchmark pricing against market standards and historical data. • Work closely with Procurement to source and validate pricing from vendors and subcontractors. Client & Market Engagement: • Liaise with clients, consultants, and partners during the bidding stage for clarifications and negotiations. • Conduct market intelligence to understand competitor strategies, pricing trends, and client expectations. • Support Business Development in identifying and prequalifying new tender opportunities. Documentation & Compliance: • Ensure all submissions meet client requirements, are fully compliant, and adhere to internal governance standards. • Maintain and regularly update a centralized library of bid templates, credentials, CVs, case studies, and compliance documents. Team Leadership: • Supervise and mentor a team of estimators, proposal engineers, and coordinators. • Promote a culture of accuracy, accountability, and continuous improvement in the bidding function.

Requirements
- Bachelor’s degree in Engineering, Facilities Management, or a related field (Master’s degree preferred). • Minimum of 7–10 years of experience in bidding and estimation, specifically within the FM or related contracting sector. • Proven track record in managing complex bids for large-scale FM contracts across government, semi-government, and private sectors. • In-depth knowledge of integrated FM services (hard/soft), contract structures, and costing methodologies. • Proficient in MS Excel, Word, PowerPoint; experience with estimation or project costing tools is a plus. • Strong command of English; Arabic is advantageous. • Strategic thinking and commercial awareness. • Strong analytical and numerical skills. • Attention to detail and accuracy. • Project management and organizational skills. • Team leadership and cross-departmental collaboration. • High integrity and commitment to deadlines.
