Role Summary:
The Chief Delivery Officer is a key executive leader responsible for the end-to-end oversight and strategic execution of programs and capital projects. This role ensures the successful delivery of projects through effective governance, rigorous project controls, and integrated quality and procurement management. leads the Program Management Office (PMO), driving alignment with organizational objectives, optimizing performance across all project phases, and ensuring adherence to international standards and best practices.
The Job holder plays a central role in establishing enterprise-wide frameworks for project governance, risk management, cost control, and supply chain operations. With accountability for program quality and the efficiency of procurement and logistics processes, the job holder works cross-functionally to ensure that all initiatives are delivered on time, within budget, and to the highest standards of quality and compliance.
As a strategic partner to executive leadership, the job holder provides forward-looking insights, monitors performance metrics, identifies operational risks, and champions continuous improvement to strengthen delivery capabilities and long-term impact.
Program Management Office:
§Oversee the development of Program Management Office governance, including frameworks, guidelines, and tools to ensure that project management aligns with objectives
§Oversee project planning and initiation by setting clear timelines, allocating resources, managing risks, and engaging stakeholders to ensure all requirements are met
§Review unified reports highlighting progress of different projects / initiatives and identified issues, and accordingly recommend corrective actions
§Oversee the project closure process by ensuring that all deliverables are completed to the required standards, lessons learned are documented, and project outcomes are handed over to relevant stakeholders
Project Control:
§Oversee the development a project control framework that incorporates tools, templates, and governance models for cost and schedule management
§Lead the development and management of project timelines through detailed schedules that outline project milestones and deliverables
§Monitor the implementation of risk management framework that includes the identification of potential risks, and the development of mitigation strategies and continuous monitoring and reporting
§Evaluate the overall efficacy of project control processes, using performance metrics and benchmarks to identify improvement areas
Program Quality:
§Oversee the development and implementation of integrated management systems in alignment with international quality standards
§Manage design and supplier quality by managing evaluation criteria, ensuring compliance with standards, and monitoring performance to mitigate risks across all project phases
§Oversee inspection schedules across projects, ensure coordination with construction and contractor teams to secure final evaluation approval
§Monitor the effectiveness of quality programs and training initiatives, direct improvements to policies, processes, and provider selections based on performance reports and emerging quality trends
Procurement and Supply Chain:
§Lead the development of procurement and supply chain strategy and goals, establish the annual procurement and supply chain plan for projects, and revise the pre-qualified vendor list according to defined criteria
§Lead the development of procurement plan and facilitate the engagement with local partners to drive the economic growth and build long-term capabilities in the region
§Facilitate the development and communication RFPs / RFQs based on sourcing needs, evaluate and choose the most appropriate vendors, and negotiate contract terms to finalize agreements
§Oversee the evaluation of submitted variation orders, approve their impact on contract terms, and ensure necessary adjustments are made to the contract and related terms
§Oversee the management of warehouse operations by developing and implementing an inventory management plan, ensuring stock availability, and optimizing warehouse storage
§Oversee site logistics and transportation ensuring proper management of clearances to secure timely procurement of goods and services
