Why does the job exist?

The Chief Data Officer will oversee our data evaluation team to assure clear requirements, metric standards, and accuracy of all data extracts used for any reporting. This includes best practices, standardizing methodology used by data team, provide training curriculum for the data team ensuring the team is up to date on latest tools and processes.
How does it get done?

Maintains authority and accountability for exploiting the value of enterprise information assets and of the analytics used to render insights for decision making, automated decisions, and augmentation of human performance. Builds a competent and diverse leadership team and workforce; recruits, leads, and mentors management staff through motivation and education; provides a clear vision and sense of mission for the organization; functions as a change agent. 15%

Builds partnerships with executive leadership to establish the vision for managing data as a business asset - to exploit data and analytics capabilities to maximize the value derived from data assets. Leads high-level programs and initiatives through technical design, development, and integration. 10%

Defines data and analytics vision, strategy, and associated practices. Leads the creation (and assures the ongoing relevance) of the organization¿s data and analytics strategy in collaboration with the Department Secretary, Deputy Secretaries, CIO, and Strategy Director. Institutes an enterprise operating model for data and analytics that is consistent with the capabilities and competencies required to execute the strategy.15%

Fosters the creation of a data-driven culture, related competencies, and data literacy across the department. Leads these transformation efforts by developing DandA talent and maturing the capability of the organization. 10%

Oversees delivery models, methods, and practices for creation of data products and to ensure consistent application and use of data and analytics solutions. Establish and maintains trust in data assets by instituting governance mechanisms for data and algorithms used for analysis, analytical applications, and automated decision making. 10%

Expands the organization¿s research and analytics offerings, especially in emerging analytical approaches, skills, and technologies, focusing on accelerating digital business innovation and transformation. Leads data-driven innovation for the enterprise, including investigation, adoption, and exploitation of artificial intelligence. Identifies new varieties, types, and sources of trusted data to enable business value innovation throughout the department. 10%

Creates and oversees a centralized data management service for sourcing internal and external integrated data to ensure quality, traceability, timeliness, usability, and cost effectiveness. Ensures work completion within schedule, budgetary, and design constraints; makes decisions about analysis, design, and testing; solves complex technical problems; provides alternative methods for achieving goals when necessary. 10%

Directs and manages strategic relationships both inside and outside of the organization; maintains a high level of interaction and collaboration with clients and peers across agencies and a level responsibility for finance, budget, and personnel. 10%

Maintains a broad understanding of the full range of strategic data and analytic capabilities and the ability to communicate concepts, methods, and techniques in ways easily understood by other stakeholders.10%
Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and ten (10) years of combined experience in cloud engineering, cloud migration, data engineering, data integration, streaming data development, data warehousing, data curation, data analysis, design, storage, and data protection and security. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
