Why does the job exist?
 
This positions primary focus is on HR payroll, benefit analysis, and recruitment for the Children, Youth, and Families Department whose primary focus is on recruitment, payroll, and benefits for CYFD and any assigned agency. The Human Resources Generalist III is to apply advanced human resources principals and practices to facilitate the recruitment, hiring, processing payroll, and maintenance and monitoring of benefits for CYFD employees and recruitment for the agency. The payroll/benefits side of this role will have the incumbent working in collaboration with oversight agencies, such as SPO, DFA, GSD RMD, EBB and ERISA Administrative Services. The recruitment side of the role will work in collaboration with hiring managers through the life cycle of the recruitment process. The Human Resources Generalist III is responsible for reviewing and analyzing compensation actions ensuring proper alignment with internal comparisons and the organization's structure as well as ensuring that any inequities or discrepancies in compensation comparisons are addressed during the recruitment life cycle or as needed. They will also be responsible for processing payroll related documents and auditing processed entries as well as ensuring that any inequities or discrepancies in compensation and benefits are addressed. The Human Resources Generalist III position has the unique role of combining all HR payroll and benefit related functions with recruitment functions. The Human Resources Generalist III is also responsible for verifying job data, activating / inactivating / changing maintain time reporter, confirming / changing work-group and confirming task-group and task profile ID match, ASD reports, verify bargaining unit and FLSA status, activating deductions and verifying the payroll cycle. SHARE Recruitment - Process applicants in SHARE Talent Administrator to generate certified interview list and certifying applicants for hiring managers to interview.
 
Enter hires and transfers through Manage Hires and via Recruitment Waivers.
 
Create, analyze, correct and write HR recommendations on Compensation Action Request Forms (CARFs). Understand the practice of appropriate placement and the use of Comparable Spreadsheets and compa ratios for each of the divisions and departments within CYFD.
 
Extending offers to selected candidates and coordinating their start date with the hiring manager.
 
Track the entire recruitment process for every job order and position, whilst building strong relationships and lines of communication with Hiring Managers and deliver the highest level of customer service to everyone.
 
Payroll/Benefits - 50%
 
The role of the CYFD Payroll / Benefit Analyst for Division of the Office of the Secretary is to apply advanced human resources principles and practices to facilitate the processing of payroll and the maintenance and monitoring of benefits for CYFD employees.  Minimum Qualification
 
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Why does the job exist?
 
Child Protective Services Case Workers make decisions regarding the safety of a child or vulnerable adult, whether to forward referrals to local field offices for investigation or refer a family who has been in an abuse/neglect situation to supportive services. The Case Worker initiates CPS investigations and conducts case management of Child Protective Services investigations cases (family services and legal) consistent with policy and procedures so as to permit the attainment of federal standards and performance-based budget measures - assigned investigations per month or a combination of investigations and permanency cases which are of equal weight. The Case Worker assesses the safety of children alleged to be maltreated and ensures that the appropriate safety decision is made, and that services are provided to parents and children to mitigate identified safety threats. On a rotating basis, provides after-hours response to CPS emergencies. CPS Case Workers coordinate assessments, and permanency plans for children in the custody of the Children, Youth and Families Department (CYFD) to promote child safety, permanency, and well-being. The Case Worker completes licensing requirements on a timely basis and in accordance with CYFD guidelines to have an effective community relationship with clients and vendors. Make decisions regarding granting licensure to foster families, approving adoptive families, matching available children with approved families, and placing children accordingly.
 How does it get done?
 
The following describes what the duties for each service area:
 
Investigations:Responsibilities are as follows but not limited to: 
Initiate CPS investigations in accordance to assigned priority, assessing the safety of and risk to children of the family who are the subject of a CPS referral; on a rotating basis, provide after-hours response to CPS emergencies. Conduct investigations by completing the safety assessment tool, conducting interviews of involved parties, notifying family of investigation decision, disposition and rights to an administrative review. Provide quality practice in the completion of CPS investigations and continuous protective services in accordance with the Protective Services Division policies and procedures.
 
Permanency:Responsibilities are as follows but not limited to: 
Provide permanency planning services for children served by the agency to promote the safety and permanency of children by conducting ongoing assessments to determine child safety, permanency, and well-being. On a rotating basis, provide after-hours response to emergencies. For assigned cases, conduct ongoing case activities to collect information necessary to create appropriate plans to provide safety, timely permanency and enhanced well-being for children. Provide case management services for children served by the agency. Provide quality services to children served by the agency and assume limited administrative responsibility for unit and other duties as assigned to achieve agency mission by working with management to identify positive practice issues, areas needing improvement, and participating in local reviews.
 
Licensing and Support:Responsibilities are as follows but not limited to: 
The Licensing and Support worker assesses and licenses foster homes in a manner that is consistent with Protective Services Division policies and procedures. They conduct ongoing case activities for maintenance and retention of licensed families that promotes family focused and child centered practice. They provides pre and post placement services to pre-adoptive families in accordance with Protective Services Division practice model.
 
All case workers will complete FACTS documentation on providers as per policy and procedure.
 Minimum Qualification
 
Bachelor's degree in social work, education, counseling, psychology, sociology, criminal justice or family studies from an accredited college/university. This position is a Senior Probation Parole Officer position in which high risk, violent offenders, gang members, etc. are supervised under this specialized caseload. Community Supervision is also utilized under this type of caseload as well per the directives and policies of the New Mexico Corrections Department.
 How does it get done?
 
Position will supervise high risk, high needs, high profile, and specialized-circumstance offenders following sentencing by Judicial Authorities and/or Parole Board often utilizing the Community Supervision Model.

High risk/high needs offenders placed on Probation and/or Parole supervision by the Court and/or Parole Board.

 Minimum Qualification
 
Associate Degree from an accredited college or university in Sociology, Psychology, Criminal Justice or related field as it pertains to the essential duties and responsibilities of the classification and two (2) years of experience as a Probation and Parole Officer, commissioned or non-commissioned law enforcement officer, to include behavioral case management. Any combination of education from an accredited college or university and experience in behavioral case management, commissioned or non-commissioned law enforcement, military law enforcement or as a Probation and Parole Officer totaling four (4) years, OR two (2) years as an Adult Correctional Officer, OR two (2) years in behavioral case management, OR two (2) years of probation and parole office management or administration will substitute for the required education.
 Employment Requirements
 
This position is designated as safety sensitive. Employment is subject to pre-employment and random testing, in accordance with all terms and conditions of Federal and State law, rules and regulations in relation to alcohol and/or drug testing. Successful completion of a series of Defensive Tactics and Restraint Courses to include exposure to Mace/OC Spray within one (1) year from date of hire as a condition of continued employment. Successful completion of First Aid and CPR Courses within the one (1) year of date from hire as a condition of continued employment is required. Must possess and maintain a valid New Mexico Driver's License. Must be a U.S. Citizen, reached the age of 18 years old, and must not have been convicted of a felony. Must have home phone. Willing to accept travel/geographic assignment changes. May be required to carry a firearm, work odd hours and visit offenders' home. Employment is subject to a pre-employment background investigation and is conditional pending results. Employment is subject to pre-employment and random drug tests. Employment is conditional pending results of pre-employment drug test.
 
Statutory Requirements: 
Assignment as a Probation Parole Officer at NMCD must adhere to the following:
 
<ul>
<li>At the time of their appointment, be citizens of the United States.</li>
<li>At the time of their appointment, have reached the age of majority.</li>
<li>Be of good moral character and not have been convicted of a felony or any crime of moral turpitude in the courts of this or any other state or in the federal courts.</li>
<li>Subject to a drug test as a condition of employment and on-going random drug testing as a condition of assignment to a safety sensitive position.</li>
<li>Successful completion of the New Mexico Department Of Corrections Basic Probation and Parole Officers Certification Training within twelve months of hire and annual re-certification.</li>
<li>Maintenance of skills in self-defense, handcuffing, baton, and chemical agents and annual re-certification.</li>
</ul>
Working Conditions
 
Work is performed in an adult prison environment, and field setting which includes daily contact with and supervision of adult offenders and or inmates. May be required to work odd hours, overtime, holidays, and weekends.
