This position will work within the Habitat and Lands Section of the Wildlife Management Division at the New Mexico Department of Game and Fish. The Habitat and Lands Section manages collaborative wildlife habitat restoration projects statewide, in addition to managing New Mexico State Game Commission-owned Wildlife Management Areas throughout New Mexico.
 Why does the job exist?
 
The purpose of this position is to coordinate the planning, development, and implementation of fish and wildlife habitat restoration projects on US Forest Service (USFS) and Bureau of Land Management (BLM) lands throughout New Mexico. Funding for these restoration projects is primarily derived through the sale of habitat stamps, and through other funds available to the Department for restoration activities. This position requires significant collaboration with USFS and BLM personnel, as well as other Game and Fish staff, and a nine-member Citizen Advisory Committee (CAC). This position is tasked with identifying fish and wildlife habitat needs, and developing collaborative projects to address these needs. This position has project management and budget responsibilities, is responsible for public presentations and meetings, and must keep accurate records of all habitat restoration project details.
 How does it get done?
 
Task 1 Habitat Restoration/Conservation Project Development and Implementation
 
Acts as Game and Fish representative for restoration projects utilizing habitat stamp funds by collaborating with USFS, BLM, and Department staff to develop habitat restoration projects that align with Department management objectives. Works collaboratively with USFS and BLM partners, as well as the CAC, to plan, develop, and implement collaborative habitat restoration projects.
 
Task 2- Project Management
 
This position is responsible for the oversight of all habitat projects funded with habitat stamp funds, which requires the development, presentation, implementation, contracting, inspection and tracking of a significant number of restoration project contracts occurring statewide on a recurring cycle.
 
Tasks 1 and 2 require that a significant amount of time be spent in the outdoors on USFS and BLM lands in New Mexico. These areas are often very remote, with no means of cell phone service or Internet access. The terrain and conditions of these areas are often challenging. Inclement weather, high or low temperatures, and rough navigation in off-road conditions are common.
 
Task 3 Public Coordination
 
Works with members of the Citizen Advisory Committee (CAC) of the Habitat Stamp Program, USFS and BLM partners, and pertinent agency staff to schedule and coordinate a minimum of four (4) annual public meetings. These meetings will include: (1) public meeting to provide CAC orientation and program overview; (1) public meeting to present restoration project opportunities to the CAC and public; (1) public meeting to prioritize project opportunities; and (1) public meeting to present funded project updates. Additionally, this position is responsible for the
 coordination of a minimum of (2) project field tours with the CAC and USFS, BLM partners per year . This position will communicate project updates and changes with the CAC and schedule additional public meetings as needed.
 
Task 4 Program Administrative Duties
 
Conducts and participates in administrative duties to meet Department needs, mandates and directives. Track habitat stamp funded projects, budgets, bids, invoices and expenditures. Assist in the management of federal aid grants when funds are being leveraged, or as directed by supervisor. Submit all required reports, receipts and other administrative documents as per Department policies, procedures and accepted standards. Maintain all vehicles, equipment, uniforms, facilities and lands as per policy and accepted standards. Demonstrate professional business writing skills in letters, memos, emails and other official reports and documents. Demonstrate ability to effectively and professionally communicate within and across Department Divisions and
 with external customers. Write a detailed, concise and engaging annual program report and publish regular updates on the Department website through
 coordination with our web development staff.
 
Tasks 3 and 4 will require time spent collaborating with partners in person, over the phone or email. Significant amounts of time will be spent in front of a computer screen performing administrative works using Microsoft Office products as well as ESRI Arc products, in addition to others. These duties frequently require the printing of materials, review of documents, organization of program records, and prompt responses to phone calls, voice mails, texts and emails.

PREPARATION OF LEGAL DOCUMENTS
 Ensure timely preparation and processing of legal documents and work product for litigation and for meetings. Work with attorneys on drafting agreements, legal pleadings, legal memos, summaries, letters and other correspondence. Depending on the applicant, an application can be several inches thick and include many different financial statements, tax returns and other documents with complex material.

The New Mexico Department of Justice, Special Prosecutions Division prosecutes various crimes throughout the state of New Mexico, including violent crimes, human trafficking, white collar crimes, organized retail crimes, and crimes against children. Prosecutors in the division are also involved in drafting and analyzing legislation and providing training statewide to prosecutor and law enforcement officers. National training opportunities exist for more and less experienced prosecutors.

 Why does the job exist?
 
Attorneys in the Special Prosecution Division establish a standard of excellence in the prosecution of various crimes throughout the State of New Mexico. Attorneys handle these matters from the intake/charging phase all the way through trial. Attorneys within the division carry a manageable caseload that allows time for collaboration with other attorneys in the division, consultation with experts, and trial preparation using expert jury consultants. The attorney must be licensed and in good standing with the New Mexico State Bar.
 How does it get done?
 
Key responsibilities are to prosecute criminal cases from screening to final disposition. This includes recommending charging decisions, motions practice, criminal litigation and trial. Prosecuting attorneys are expected to collaborate with law enforcement agencies throughout the state as well as Department of Justice Special Agents. They are expected to travel as needed within the state for pretrial interviews, courtroom appearances and other matters. Prosecuting attorneys also have the opportunity to give and participate in specialized trainings related to criminal prosecution.

 Minimum Qualification
 
Juris Doctorate degree from an accredited school of law. Must be licensed as an attorney by the Supreme Court of New Mexico or qualified to apply for limited practice license (Rules 15-301.1 and 15-301.2 NMRA).  Employment Requirements
 
All Attorney classifications must be and remain licensed as an attorney, in good standing, by the Supreme Court of New Mexico, or licensed as an attorney and in good standing by the highest court of another state and eligible pursuant to the limited license provisions (See Rules 15-301.1 and 15-301.2 NMRA).
 
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment as some statewide travel maybe required. Employment is subject to criminal background check and is conditional pending results of criminal background check. Be of good moral character and not have been convicted of a felony offense by a court of this state, any other state or the United States.
 Working Conditions
 
Working conditions are an office setting with exposure to visual/video display terminal. Hybrid work from home options are available. Some exposure to sensitive visual media may be required. Courtroom appearances are frequent.

The Administrative Law Judge (ALJ) will: 
Provide The Health Care Authority (HCA) Office of Fair Hearings (OFH) claimants with due process and impartiality throughout the hearing process;
 
Schedule and conduct hearings in a timely manner that are in accordance with all applicable policies and regulations;
 
Provide detailed summary in The Automated System Program and Eligibility Network (ASPEN) of the case matters that were presented before, during and after the case proceedings and to include a detailed summary of the recommendations and decisions as applicable;
 
Comply with all department policies and procedures to include all OFH Administrative Law Judge Manual, Hearings Templates and OFH Information Memorandums.

The Administrative Law Judge is responsible for: 
The protection of the due process rights of Claimants, their representatives and all Concerned parties involved in hearings;
 
Conducting administrative hearings across all categories of appeal within the jurisdiction of the OFH in a timely and efficient manner consistent with all applicable state and federal laws and regulations;
 
Managing their docket, rule on motions and objections, determine the admissibility of evidence and testimony and prepare Recommendations or Decisions for all appeals.

Minimum Qualification
 
Bachelor's degree in Public Administration, Political Science, Business Administration, Social Services, or Labor Relations and six (6) years of experience in conducting administrative hearings, employment placement, claims adjudication, and/or investigations. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.
