Why does the job exist?
This position will represent the Department of Information Technology and provide legal compliance advice and guidance concerning federal and state laws. This position will require an in-depth understanding of all state, federal and tribal laws and practices that impact the Department of Information Technology and its administratively attached offices.

Minimum Qualification
Juris Doctorate degree from an accredited school of law. Must be licensed as an attorney by the Supreme Court of New Mexico or qualified to apply for limited practice license (Rules 15-301.1 and 15-301.2 NMRA). Employment Requirements
All Attorney classifications must be and remain licensed as an attorney, in good standing, by the Supreme Court of New Mexico, or licensed as an attorney and in good standing by the highest court of another state and eligible pursuant to the limited license provisions (See Rules 15-301.1 and 15-301.2 NMRA).
An active license to practice law in the State of New Mexico, in good standing. Must possess and maintain a valid Driver's License or ID. Pre-employment background investigation is required, and employment is conditional pending results
Working Conditions
Work is performed in an office setting: late hours, weekends, on-call and callback work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel is required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints.

How does it get done?
The position will do the following:
- Direct, guide, and develop research into sound legal strategies for administering the responsibilities of DoIT and it's administratively attached offices.
- Guide DoIT leadership and staff through process and compliance with State and Federal Laws.
- Draft, develop, and support implementation of NMAC rules.
- Drafts and implements appropriate legal and legislative responses to evolving state and federal law and guidance, and other emerging regulatory challenges.
- Conducts thorough legal research to provide legal advice and regulatory solutions on matters.
- Develops legal guidance from directives given by the State and Federal Government.
- Review and approve complex contracts.
- Reviews federal grant Notice of Fundings and provides application support.
- Provides high level consultation to DoIT leadership and administratively attached offices.
- Drafts and coordinates legislation, rule making, and other guidance
- Provides legal counsel and direction to all DoIT staff, including but not limited to human resource services, financial services, data analytics, and enforcement.
- Manages compliance with the Inspection of Public Records Act and Open Meetings Act.
