Why does the job exist?

This position will provide support to users for CYFD approved applications, including the agency's Comprehensive Child Welfare Information System (CCWIS), also known as IMPACT.

Will assist CYFD users with navigating applications and data entry to ensure compliance with practice, budgetary, policy, and state and federal regulations.

Will also provide support as the agency migrates from its legacy Statewide Automated Child Welfare Information System (SACWIS), also known as FACTS, to CCWIS/IMPACT.

Will assist users in improving data quality related to tracking clients, case management actions, measuring performance outcomes, Kevin S Settlement Agreement measures, and federal reporting.

Will assist users in correcting errors and sending reminders to users to update data within the application.

Will train new employees on how to use approved applications and provide ongoing training and technical support to existing users as needed. In collaboration with the CYFD Information Technology Department, this position will support the coordination of CYFD subject matter experts in designing, developing, testing, training, implementing, and providing support for modifications and improvements to various applications throughout the software development life cycle.

Will work jointly with the CYFD Information Technology Department to assess and maintain application needs, proposing alternative solutions that will aid management in decision-making, policy formulation, and other managerial functions.

Will provide user business end support and will monitor and collect data to meet federally mandated reporting requirements on a biannual basis.
How does it get done?

25% - APPLICATIONS SUPPORT: Provide navigation and assistance to CYFD users to improve data entry in the case management information systems known as FACTS and IMPACT. Ensure accurate entry of demographic information, client tracking, case information, outcomes, strategic measures, and case decision-making. Support users during the agency's transition from the legacy Statewide Automated Child Welfare Information System (SACWIS), also referred to as FACTS, to the Comprehensive Child Welfare Information System (CCWIS), known as IMPACT.

25% - DATA QUALITY: Ensure that all entered data is accurate and complete by assessing the accuracy, consistency, timeliness, and completeness of the information input into FACTS and IMPACT. Provide technical assistance in navigation and data entry within approved applications, including CYFD's case management systems (FACTS and IMPACT). Apply knowledge of CYFD policies, practices, organizational structures, and applicable state and federal regulations to minimize errors and enhance productivity. Analyze FACTS data to identify issues and work towards resolving discrepancies or deficiencies to ensure future compliance.

20% - IT SUPPORT: Coordinate with the CYFD IT Department in the design, development, testing, training, implementation, and support of software modifications and improvements. Determine and maintain application needs, and propose alternative solutions that assist management in decision-making, policy formulation, and data collection. Conduct user testing for all IT application solutions, documenting any problems or bugs, and advising on when to implement them in production.

20% - TRAINING: Train both new and tenured staff in utilizing applications and case management systems, including entering payments, demographic information, legal documentation, and case placements, to reduce errors and improve data quality. Collaborate with the CYFD Training and Workforce Development Bureau to develop role-specific training programs and create training materials that promote data quality and enhance staff effectiveness in assigned regions.

10% - FEDERAL REPORTING: Collect and analyze data to prepare, test, and review federal reports, such as AFCARS, NCANDS, and NYTD, before submission. Monitor, collect, and analyze data to guarantee compliance with federal submission timelines and ensure that submissions meet the criteria established by the Children's Bureau. Submit error-free data to the Children¿s Bureau on a biannual basis.
Minimum Qualification

Bachelor's degree and two (2) years of experience including research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements

Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
