Executive Director - Construction Procurement

Location: Riyadh, KSA

An opportunity has arisen for a senior procurement leader to join a high-profile giga-project at the fore of Saudi Arabia’s Vision 2030. This is a leadership role with full responsibility for driving delivery procurement strategy and operations across a multi-billion-dollar, multi-phase development.

The appointed individual will oversee the full procurement lifecycle, ensuring best-in-class practices are implemented across sourcing, contracting, supplier management, and category management. The focus will be on aligning procurement outcomes with complex business needs while delivering cost optimisation, mitigating risks, and building strategic supplier partnerships.

Key Responsibilities:

• Lead the development and execution of enterprise-level procurement strategy.
• Drive procurement operations across sourcing, contracting, supplier management, and performance monitoring.
• Identify and implement cost savings, process efficiencies, and supplier innovation.
• Build, lead, and mentor a high-performing procurement organisation.
• Partner closely with internal stakeholders across finance, legal, operations, and delivery functions.
• Negotiate with key global suppliers and manage long-term partnerships.
• Oversee compliance, governance, and ESG/sustainability considerations.

Candidate Profile:

• Bachelor's degree (MBA preferred) in a relevant discipline.
• Minimum 20 years’ experience, with 5+ years in a senior leadership role overseeing complex built-environment and construction organisations.
• Deep expertise in strategic sourcing, vendor management, and supplier partnerships.
• Proven ability to operate at an executive level within large-scale infrastructure, real estate, or capital project environments.
