Job Description

Position Overview:


The Health and Safety Director will play a crucial role in ensuring the safety and well-being of employees, contractors, and the public involved in Company’s rail network development. This leadership position is responsible for the creation, implementation, and management of a comprehensive health and safety program that spans across all aspects of the railway's design, construction, and operational phases. The Director will also monitor the performance of supply chain worker welfare including improvement programs. The director will also ensure full compliance with national, regional, and industry-specific safety regulations while promoting a strong culture of safety across the organization.



Roles and Responsibilities:

  • Provides leadership and direction in all areas of risk assessment, risk control, regulatory compliance, and the safety programme, including strategic planning and companywide collaboration.
  • Develop, implement, maintain and assess an Integrated Management System (IMS) for all phases of Company including design, construction, test & commission, operating & maintaining.
  • Ensure short- and long-term organizational Health and Safety, and technical training goals are established and successfully implemented, through objectives, strategic plans, policies, and procedures.
  • Lead the company's certification for ISO 9001:2015, ISO 45001:2018, ISO 14001:2015, ISO 27001:2013, ISO 55001:2014, ISO 22301:2012, ISO 50001:2018, ISO 31000:2018
  • Maintain internal communication with the Executive Director of Safety & Compliance and Department Heads, and external communication with Government Authorities, Contractors, and Certification Agencies.
  • Ensure decisions and recommendations are in line with the appropriate level of authority and corporate policy.
  • Ensure monitoring of Company’s supply chain worker welfare performance including resource allocation, monitoring arrangements and audits, and escalation of non-compliances as per company’s requirements.
  • Carry out any additional duties as instructed by the Executive Director of Safety& Compliance.
  • Serve as the company’s primary liaison with government authorities, preparing regulatory reports as required by enforcement agencies.
  • Ensure contract documents for each new construction package are reviewed with respect to safety requirements and procedures, providing advice to responsible managers on any deficiencies.
  • Review inspection and test plans as submitted and ensure compliance with safety requirements.
  • Ensure all activities on site comply with safety procedures as per signed formats.
  • Ensure safe transition into the Testing and Commissioning stage
  • Monitor and oversee the hazard transfer & acceptance process
  • Oversee the development of the Safety Cases in accordance with EN 50126 / IEC 62278
  • Obtain & maintain the MOEI Safety Permits for Trial Operations and Operations
  • Advise Executive Director of Safety & Compliance on appropriate risk management policies, procedures, and safety issues, focusing on prevention and embodying the ‘plan, do, check, act’ methodology.
  • Ensure safety procedures and instructions submitted by Functional Executive Director are reviewed and implemented in compliance with contract requirements.
  • Provide guidance to the Risk Manager on comprehensive risk management, maintaining performance records for all risk management programs.
  • Lead in carrying out risk assessments as directed by Executive Director of Safety & Compliance.
  • Oversee Safety Audits for Company and its contractors, ensuring thorough risk management.

Academic Qualifications:

  • Bachelor’s or master’s degree in occupational health and safety, Engineering, or a related field

Professional Qualifications:

  • Certification in health and safety (e.g., NEBOSH, IOSH) is highly desirable.

Experience:

  • Approx.15+ years of relevant experience in a large organization managing work that is directly related to the job responsibilities.
  • Experience in transitioning a railway from greenfield to brownfield with experience across design, construction, testing & commissioning, and operations and maintenance.
  • Working knowledge of EN 50126 / IEC 62278 and experience in producing Safety Cases
  • Track record of developing and implementing safety management programs.

  • Ability to travel across project sites in the UAE and Oman.
  • Recognized competence assessor qualification
  • Arabic language will be an added advantage.
  • Knowledge of governments HS regulations.
  • Knowledge of Safety Management or Safety Engineering
  • Knowledge of hazard/risk analysis to address health/safety issues.
  • Knowledge of insurance and loss control theory and practice.
  • Knowledge of risk management issues related to the design and construction of physical facilities.
  • Knowledge of basic principles of industrial hygiene, chemical hazards and reactions, electricity, industrial, maintenance processes and fire technology.
