Prince Mohammad bin Fahd University (PMU) strives to develop human intelligence, advance knowledge, and create research-driven solutions for societal issues. The MIS Manager will provide leadership within PMU's IT department, supporting critical teaching, administrative, and research operations through technological innovation and management.
Position Summary

The MIS Manager will lead a team responsible for supporting and maintaining PMU’s ERP systems, including Oracle E-Business Suite (EBS), Banner Student Information System (SIS), and Blackboard Learning Management System. Reporting to the IT Director, this role will involve the design, development, and enhancement of university-wide information systems, ensuring efficient and effective service delivery

Duties and Responsibilities

  • Lead and manage the MIS team to support, maintain, and enhance core ERP systems, including Oracle EBS, Banner SIS, Blackboard, and other in-house applications, aligning these with PMU's operational and educational objectives.
  • Coordinate the development and deployment of custom solutions, including workflows, data reporting, and process automations, using tools like Oracle JDeveloper, SQL Developer, and Toad, to meet unique university needs.
  • Provide leadership, training, and mentorship to the MIS team, ensuring skills development in advanced technical tools and ERP solutions while maintaining a focus on responsive, high-quality service delivery.
  • Regularly prepare and submit progress and status reports for higher management, outlining project milestones, resource requirements, and any challenges faced by the MIS team.
  • Coordinate with various departments to assess system requirements, ensure data flow continuity, and improve accessibility across university systems.
  • Plan, develop, and implement MIS strategies aligned with PMU’s objectives, updating higher management on project progress, achievements, and any challenges encountered.
  • Design and execute system upgrades, performance improvements, and functional enhancements to optimize ERP efficiency, minimizing customization needs.
  • Establish best practices for data governance, ensuring data integrity, security, and regulatory compliance with effective data backup, recovery, and access control measures.
  • Develop training programs and user manuals to enhance staff onboarding, promoting effective usage and understanding of MIS systems and workflows.
  • Foster teamwork among cross-functional departments, aligning system enhancements and workflows with PMU’s educational goals and operational requirements.
  • Oversee troubleshooting and resolution of functional issues, collaborating with staff to resolve helpdesk requests and system improvements.
  • Analyze and integrate user requirements into comprehensive system design, functional specifications, and development plans.
  • Ensure that project timelines and deliverables meet agreed schedules while managing resources effectively and responding to evolving university needs.
  • Collaborate with the IT Director to align MIS strategies with PMU’s long-term goals and evolving needs.
  • Oversee and execute MIS projects from planning and design to completion, meeting defined timelines and budgets.
  • Report regularly to senior management on MIS project progress, achievements, and challenges.
  • Integrate core systems, including Oracle EBS, Banner SIS, and Blackboard, to improve data flow and functionality across academic and administrative areas.
  • Develop and deliver training programs for end users, creating support documentation and user manuals to make complex systems accessible.
  • Serve as an escalation point for MIS system issues, resolving critical incidents to minimize operational disruptions.
  • Implement data governance protocols to maintain data integrity and security, including access controls, backups, and recovery strategies.
  • Support IT budget planning by evaluating MIS system needs, identifying resources, and ensuring financial goals are met.
  • Establish and maintain strong vendor relationships, ensuring solutions meet PMU’s needs and overseeing service agreements.
  • Conduct regular system health checks and optimizations, using monitoring tools to proactively address performance issues.
  • Ensure compliance with regulatory standards and support audit processes to uphold data integrity and security practices.
  • Develop and test disaster recovery plans to safeguard PMU’s information assets and minimize the impact of disruptions.
  • Track and assess key performance indicators, implementing continuous improvements to streamline MIS workflows and enhance system usability.
  • Foster a culture of innovation within the MIS function, promoting efficient, secure, and effective systems that support PMU’s mission.

Qualifications & Experience (Required)

  • A bachelor’s or Master’s degree related to the position or equivalent.
  • At least 8 years of experience directly related to the duties and responsibilities specified.
  • Previous experience with developing/supporting/implementing application systems in the Educational industry is required.
  • Related IT certifications added advantage like Oracle, Java, etc.
  • Willingness to take initiative and work independently.
  • Strong interpersonal skills and the ability to manage several projects simultaneously.
  • Suitable candidates are expected to have excellent command of the English Language and should be familiar with technology infused academic environments.

Technical Skills must include:(Required)

  • Expert in Oracle SQL and PL/SQL
  • In depth knowledge of functions, procedures and packages.
  • Oracle Forms and Reports Builder, Microsoft Visual Studio
  • Expert in web technologies such as ASP.NET, HTML, CSS, JavaScript, JQuery, etc.
  • Working knowledge of ERP systems like specially Ellucian Banner and Oracle EBS
